What the Pink Scooter Scheme provides
The scheme is intended to improve women’s mobility by distributing free electric scooters. It is separate from Sindh’s Pink Bus service: SMTA lists Pink as a category of its People’s Bus Service, a distinct transit service (SMTA People Bus Service).
SMTA’s official website lists “Ev Scooty ballot form – Application Form,” and its media center includes Pink EV Scooty Scheme entries. These pages establish that the authority presents the scheme and a form, but the available page information does not establish a live application window or deadline.
Who has been reported as eligible
Published reporting describes eligibility as requiring applicants to be permanent residents of Sindh, students or employed women, and holders of a valid motorbike or car driving licence. The account also describes selection by ballot and a seven-year commitment not to transfer the scooter (Dialogue Pakistan, 20 April 2025).

These are reported criteria, not a substitute for the latest official notice. The Express Tribune’s account of the initial announcement said distribution would take place through a monthly lottery and that female instructors would train non-riders; those are launch-era details, not confirmation of current procedures (The Express Tribune, 27 February 2025).
How to check whether applications are open
- Visit the SMTA website and look for the EV Scooty ballot application form.
- Check the form or a current official announcement for an open application window, deadline, eligibility rules, and submission instructions. A form listing alone is not confirmation that applications are being accepted.
- Use contact details published on SMTA’s official pages if you need clarification. The available information does not verify a currently staffed scheme helpline.
Do not rely on an old news report for a current deadline or assume that submitting a listed form means an application will be accepted.

What distribution reports establish
Dawn reported that 200 recipients received free pink electric scooters at an event in September 2025. Its report also described licensing support and a training partnership context (Dawn, 26 September 2025). A separate report said 200 women received scooters at a ceremony in Hyderabad in May 2026 (ProPakistani, 25 May 2026).
These are counts from separate events, not a verified cumulative province-wide total. In June 2026, a report quoting Sindh minister Sharjeel Inam Memon said 150 women held driving licences when the scheme launched and around 25,000 women had applied for licences. Those figures are attributed remarks, not independently verified counts (ARY News, 28 June 2026). The minister’s stated policy intention to provide scooters to eligible women does not establish an unlimited funded allocation.

Training and safety
SMTA reported in December 2025 that scooter instruction had begun in Korangi, Gulshan-i-Iqbal and Malir in Karachi and in Hyderabad. It said expansion to Sukkur, Larkana, Shaheed Benazirabad and Mirpurkhas was planned and encouraged women applying for the scheme across Karachi districts to participate. That report does not confirm today’s class schedule or whether enrollment is available now (Dawn / APP, 20 December 2025).
Dawn’s September 2025 event report said helmet use was mandatory for scheme scooters. Wear a suitable helmet when riding, but do not assume a particular helmet is approved or endorsed by the government, or that one is included with a scooter.

What to verify before making plans
- Whether SMTA is accepting applications now and the applicable deadline.
- The current residency, student or employment, and licence requirements.
- How ballot selection works and what documents or steps the current notice requires.
- Whether scooter-riding training is currently available in your district.
- Any transfer restriction, including how the reported seven-year commitment applies to current recipients.
