A forex card can be convenient for purchases, while cash may be useful where cards or ATMs are not reliably available. The right mix depends on your destination, the card’s terms, and the rates offered before you leave.
First, check whether you need U.S. dollars at all
“Buy U.S. dollars” is useful advice only if USD is the currency you will spend or can use at your destination. If the destination uses another currency, compare how much of that local currency you would ultimately receive through each route. Do not assume that carrying USD and exchanging it after arrival will be better; rates and local financial practices vary. The U.S. Department of State recommends researching exchange rates and financial conditions at your destination: Money and Banks.
How to compare cash and a forex card
Compare the amount received or spent after all costs, not just the advertised exchange rate. A provider may build a margin into its rate and also charge a separate fee. The Australian Competition and Consumer Commission recommends comparing the amount of foreign currency received so that both margins and charges are accounted for: Foreign currency and money exchange.

When buying cash before the trip may make sense
- You want some local currency available on arrival, particularly if you expect limited card acceptance or uncertain ATM access.
- You have compared the seller’s delivered amount with the card’s conversion and fee terms, and the cash option is competitive for the amount you need.
- You prefer to avoid depending entirely on card networks or destination ATMs. The State Department advises travelers to learn their bank’s policies and consider alternatives where ATM service may be insecure or unavailable.
Ask the exchange provider how much destination currency you will receive after all charges. Avoid choosing based only on a headline rate, and do not assume that USD will be easy or economical to exchange at every destination.

When a forex card may make sense
- The issuer confirms international use and support for your destination and currency.
- The conversion terms and relevant fees compare favorably with the cash offer for the purchases and withdrawals you expect to make.
- You want a payment option for card-accepting merchants without carrying all your spending money as banknotes.
Read the cardholder agreement and fee schedule before loading money. An issuer’s terms are specific to its own card: ICICI Bank’s FAQs and fee schedule, for example, describe charges for its product and should not be treated as the terms of other providers or as a universal market standard.
Check these details before you leave
- Identify the currency you will spend. Check the destination’s currency and whether USD is accepted for the transactions you expect.
- Get a cash quote. Ask how much destination currency you will receive after the exchange rate, commission, and any order or delivery charges.
- Read the card’s current terms. Confirm international usability, currency support, conversion method, foreign transaction fees, reload charges, ATM withdrawal fees, and replacement fees.
- Price a realistic card transaction. Compare a purchase and, if relevant, a cash withdrawal. Include any fee the foreign ATM may charge in addition to the issuer’s fee.
- Plan a backup. Keep another way to pay and consider accessible cash where local acceptance or ATM availability makes it prudent. The Government of Canada notes that merchants in some destinations may prefer cash because accepting cards can impose costs on them: Travelling and money.
- Check bank policies and local conditions. Ask your bank or card issuer about overseas use and security controls, and research ATM availability and security at your destination. The U.S. Department of State’s Money and Banks guidance covers these considerations.
Why there is no universal cheapest choice
The cheapest option cannot be established without your residence, destination, the specific card and its current terms, the exchange rates offered, and whether you plan to make purchases or withdraw cash. Card availability and fees differ by issuer and can change. Compare your actual cash quote with a realistic card-cost estimate for your trip, and choose a combination that leaves you with a backup payment method.
