Why was Ukrainian grain at the center of the debate in 2022?
Russia’s invasion and the disruption of Black Sea port shipments left Ukrainian grain in storage. Reuters reported on 15 June 2022 that more than 20 million tonnes were stuck in silos. The stakes extended beyond Ukraine. In an October 2022 European Parliament debate, a statement recorded in the transcript said around 50 countries depended on Russia and Ukraine for at least 30% of their cereal imports, while more than 20 countries depended on them for over 50%. The more-than-12.5-million-tonne figure is a cumulative figure reported in the 2022 debate, not a current total. It shows that the lanes were moving grain; it does not by itself establish that they could replace Black Sea shipping at comparable scale or speed.
Why did storage and border transfers matter?
With exports disrupted, storage space became another constraint. On 20 June 2022, Reuters reported that Ukraine expected storage capacity to fall short for its 2022 harvest. Ukraine’s agriculture ministry said the first batch of temporary storage facilities was already sailing to Ukraine, but did not specify the equipment. Biden’s temporary-silo plan, reported five days earlier, proposed border facilities—including in Poland—where grain could be transferred from Ukrainian railcars to European freight cars and carried onward to ports. That was an alternative export route, not evidence of a purchase or aid-allocation program. It also did not resolve the underlying difference between storing grain and moving it to global buyers: storage could relieve pressure inside Ukraine, while export still depended on transport links and available onward routes.

Public purchasing could, in principle, connect procurement with humanitarian assistance, but the headline and cited reports do not supply the details needed to assess a particular proposal. A reader would need to know who would finance the purchase, how much grain would be bought, how recipients would be selected, and how grain would be transported and distributed. None of those points is established for the French group’s proposal in the available reporting.

The evidence supports a narrower conclusion: in 2022, moving Ukrainian grain mattered to food-importing countries, Black Sea shipping was described by Ukraine as the quickest route to restart exports, and EU overland lanes were also carrying grain.
