It expands when E15 may be sold under the regional rule; it does not guarantee that local stations carry it or that every vehicle can use it.
What EPA’s year-round E15 rule changed
E15 is gasoline blended with 15% ethanol. The Midwest rule addressed seasonal gasoline-volatility requirements that had treated E10 and E15 differently in the affected states. It allows year-round E15 sales under the regional rule’s terms, with timing exceptions for specified areas.
The action followed a 2022 petition by eight states. EPA finalized its approval in February 2024, with an implementation date of April 28, 2025. In February 2025, the agency said it would uphold that date. EPA Administrator Lee Zeldin said the approach provides certainty for states ready to proceed while accommodating those that requested additional time. EPA’s February 21, 2025 announcement explains the decision.
Which states are covered, and where did timing differ?
The Midwest action names Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota and Wisconsin. The implementation was not identical everywhere:

- Most areas covered by the rule: E10 and E15 received the same Reid Vapor Pressure treatment beginning in summer 2025.
- Nine South Dakota counties: The change took effect in summer 2026, after a one-year extension.
- Ohio: Ohio also received a one-year extension. EPA’s 2026 regulatory impact analysis records that the agency approved Ohio’s request to reinstate the E10 one-pound volatility waiver for the 2026 summer season.

How this differs from temporary nationwide E15 waivers
The permanent Midwest rule is not the same as EPA’s temporary nationwide emergency waivers. EPA has issued separate waivers allowing E15 sales during specific summer periods across the country. Its waiver history lists extensions during summer 2025 and a 2026 waiver effective May 1 through May 20, followed by renewal entries. Those waivers have their own dates and scope; check EPA’s current waiver record before relying on a temporary waiver for a particular date or location.

There is also an earlier, related regulatory step: EPA’s 2019 rule extended to E15 the one-pound Reid Vapor Pressure waiver that had applied to E10. The later Midwest action dealt with a regional rulemaking that treated the blends differently in the affected states. They are connected, but they are not the same decision. Does year-round approval mean every station sells E15?
No. The rule expands legal access in covered areas; it does not require every gas station to stock E15. Whether a nearby station offers it depends on local retail availability. The cited federal materials do not establish station-by-station coverage or a local price difference, so the rule alone cannot tell you whether E15 is available nearby or cheaper than another blend.

Can your car or equipment use E15?
Not necessarily. EPA describes E15 as a blend of 15% ethanol and 85% gasoline, but the sales rule does not make an incompatible vehicle or engine compatible. Consult the manufacturer’s guidance for your specific vehicle or equipment before fueling. EPA’s E15 fuel guidance and misfueling mitigation information explain the safeguards intended to keep E15 in vehicles and engines that can accept it.

For drivers in the covered region, the main change is regulatory: E15 may be sold year-round under the Midwest rule, subject to the area-specific timing and other applicable rules. Before choosing it, check two separate things: whether the manufacturer permits E15 for your vehicle, and whether a station near you actually carries it. For a purchase on a date or in a location potentially affected by a temporary waiver, verify EPA’s current waiver dates rather than assuming the Midwest rule applies nationwide.
