Shivakumar said he raised the state’s pending dues or grants with Union Finance Minister Nirmala Sitharaman after the GST Council meeting on 8 October 2026. He said she had shared “some good news,” but did not disclose what it was. The reports do not confirm an approved amount, a payment, or a settlement.
What Shivakumar said about Karnataka’s pending dues
Speaking after the 57th GST Council meeting in New Delhi, Shivakumar said he discussed Karnataka’s long-pending matter with Sitharaman. Public TV quoted him as saying: “I discussed our state’s long-pending grants with the Finance Minister, and she has shared some good news. I won’t talk about it right now; I will speak on it later.” The “good news” is Shivakumar’s description of what he says Sitharaman told him; it is not a published statement from the Finance Minister.

He did not identify the claim, amount, or next steps. The available reports establish that he hinted at a positive development, not that the Centre approved or paid Karnataka any money. Public TV and The New Indian Express both report his comments.

The coverage does not agree on a precise description. The New Indian Express refers to Karnataka’s “pending arrears” and “pending dues,” while Public TV describes “long-pending central grants.” Neither report identifies the account, period, or amount. On the information published, it would be premature to label the matter GST compensation, tax devolution, a particular Finance Commission grant, or a confirmed payable.

That distinction matters: a general reference to pending state funds does not establish which government programme or legal entitlement is involved. A formal announcement identifying the grant or dues head would be needed to pin it down.
What the 57th GST Council meeting did—and did not—announce
The Ministry of Finance said the Council met in New Delhi on 8 October 2026 under Sitharaman’s chairpersonship, with Karnataka’s Chief Minister among the participating state leaders. Its published account focused primarily on GST process reforms, including registration, returns, refunds, and adjudication, as well as clarifications and trade facilitation. It does not announce a Karnataka-specific settlement. The official PIB release on the meeting provides the Council’s summary.

The Council also recommended removing arrest provisions under GST and increasing the prosecution threshold from ₹1 crore to ₹5 crore. Those are enforcement recommendations, not a decision on Karnataka’s pending funds. The government release says recommendations take effect through the relevant circulars, notifications, or legal amendments; the applicable instruments, rather than the recommendation alone, have legal force. The official release on the enforcement recommendations sets out that distinction.
A separate ₹299.74 crore urban-local-body grant request
The New Indian Express also reported a separate request by Karnataka’s Urban Development Minister for release of a 15th Finance Commission grant to eligible urban local bodies (ULBs). Citing a statement from the minister’s office, it said ₹299.74 crore from the reported 2025–26 allocation remained unreleased for 93 eligible ULBs. This is a distinct issue in the same coverage; the report does not say that it was the matter Shivakumar raised with Sitharaman. The report attributes the figure to the minister’s office.

What would confirm an outcome?
The reported conversation is not the same as a formal approval, and approval would not by itself establish that funds had been released. To know whether Karnataka’s matter has progressed, look for an official statement that identifies the relevant grant or dues head and amount, states whether approval was granted, and gives a release timeline. Payment would require separate confirmation that the money was actually disbursed.
As of the reports published after the 8 October meeting, those details remain undisclosed. The sources reviewed do not state the total amount at issue or provide a payment date.
