The old warning that supporters should be “wary” belongs to the earlier, uncertain bidding period—not the club’s current ownership.
What the James Bord takeover news actually meant
In a report dated 29 December 2025, a Bord-led group was described as the leading proposal for Sheffield Wednesday, alongside concerns from some supporters. That was a snapshot of a live bidding process, not confirmation that Bord had bought the club. The word “wary” reflected reported supporter reactions at that time; it should not be read as a finding about all fans or their current views. The December 2025 report predates the official sale outcome.
Who took over Sheffield Wednesday?
Arise Capital Partners became the successful bidder. The club’s administrators announced on 10 March 2026 that Arise—comprising David Storch, Michael Storch and Tom Costin—was the new preferred bidder. They said the consortium had provided a substantial deposit and evidence of funds. Preferred-bidder status was a step toward a sale, not ownership in itself. The administrators’ March update also said Arise’s offer was below the amount needed to pay creditors 25 pence in the pound. That figure describes the offer’s comparison with a creditor-return threshold at that stage; it is not the club’s total debt or a current valuation.
On 2 May 2026, the EFL confirmed that administrators had completed the transfer of the club’s assets to Arise. The EFL identified the consortium as led by David Storch, alongside Michael Storch and Tom Costin, and said the club was no longer in administration. Its completion statement is the authoritative account of the outcome. What happened to the points deduction and budget restrictions?
Two different points deductions were discussed at different stages, and they should not be confused:
- 12 points on entering administration: On 24 October 2025, the EFL said Sheffield Wednesday and the company that owns Hillsborough had entered administration. The rules then in force triggered an automatic 12-point deduction. The EFL’s October 2025 notice refers to this entry-into-administration sanction.
- 15 points on leaving administration: When the sale concluded in May 2026, the EFL said it would not impose a contemplated 15-point deduction for exiting administration. This was a separate decision from the earlier 12-point deduction. The EFL also said a budget restriction would remain for the next two seasons, with player registrations required to comply with the agreed business plan.
EFL chief executive Trevor Birch said: “Together, we have managed to move this to a successful conclusion”.

How football takeover approval works
A prospective buyer’s bid and its approval are separate matters. The EFL’s current guidance says a change of control is subject to requirements from both the EFL and the Independent Football Regulator (IFR). The IFR’s Owners, Directors and Senior Executives (ODSE) regime was introduced from 5 May 2026, while the EFL Owners and Directors Test continues in parallel. The EFL’s acquisition guidance says its review considers eligibility, the club’s future financial information, and the source and sufficiency of funding. Clearance follows only after the applicable requirements of both bodies are satisfied.
Nothing in the official sale and regulatory statements establishes that Bord’s poker background made him unsuitable or caused his group not to complete the purchase. The documented outcome is that the Bord-led bid did not complete and Arise acquired the club’s assets.
