Arise Capital Partners completed its takeover of Sheffield Wednesday in May 2026, and the EFL waived a proposed 15-point deduction after the club left administration. The club still faces a two-season budget restriction and controls on player registrations. Separately, Sheffield City Council lifted a North Stand prohibition notice in August 2025, before the takeover, after required safety work was verified.
Who bought Sheffield Wednesday?
On 2 May 2026, the English Football League (EFL) confirmed that administrators BTG had agreed to transfer the club’s assets to Arise Capital Partners LLC, a consortium led by David Storch with Michael Storch and Tom Costin. The EFL said the club met its requirements under the new ownership and was no longer regarded as being in administration. BTG later confirmed that the sale had completed. Why did the EFL waive the proposed 15-point deduction?
The EFL chose to exercise discretion under its Insolvency Policy and not impose the proposed 15-point deduction for the club’s exit from administration. It said its Board considered proposals made to former owner Dejphon Chansiri by the joint administrators and the new ownership. That is the league’s stated basis for its decision; the announcement did not set out a general change to the policy or establish a precedent for other clubs. EFL statement
Why an earlier report expected a penalty
On 15 April 2026, before the sale closed, BBC Sport reported that the EFL had told the preferred bidder a 15-point penalty would apply the following season. David Storch disagreed and sought independent arbitration, according to the report. BBC Sport also said it understood the proposed bid would return about 6p per pound to unsecured creditors, below the 25p threshold the report said was relevant to avoiding the sanction. The 2 May decision superseded that expected penalty: after the transaction and consideration of proposals, the EFL used its discretion to waive the deduction. The 15-point figure was not the total deduction affecting the club’s 2025–26 campaign. What restrictions remain?
Waiving the deduction did not remove all EFL controls. The league said Sheffield Wednesday would remain under a budget restriction for the next two seasons as a condition of continuing membership after administration. New player registrations were permitted only in accordance with a business plan agreed by the EFL and the new ownership. What has David Storch said about the takeover and investment?
His message on completing the purchase
In BTG’s completion announcement, Storch described the purchase as a responsibility to the club, its history and its supporters. He said: “Sheffield Wednesday deserves stability, ambition and a clear direction. That is what we are here to deliver.” These are the consortium’s stated aims, rather than evidence that each intended outcome has already been achieved. BTG announcement
His later account of work and financial constraints
In a public letter posted by Sheffield Wednesday around September 2026, Storch said the club was investing in the training ground, improving infrastructure and the supporter experience at Hillsborough, beginning work on premium spaces, and had welcomed Umbro back. He also described an agreed financial framework that included a league-approved operating budget, no ownership equity funding and a defined transfer-fee budget. What action was taken at Hillsborough?
The North Stand notice and reopening came before the takeover
Sheffield City Council issued a prohibition notice for Hillsborough’s North Stand on 29 July 2025. The council said it lacked professional assurances about structural integrity and that an engineering assessment could no longer confirm the stand was safe for spectators. The notice barred spectators from entering until specified work had been completed to the council’s satisfaction. Sheffield City Council, 29 July 2025
On 13 August 2025, the council lifted the notice after immediate remedial works specified by structural engineers Eastwood and Partners had been completed and verified. The council said documentary and photographic evidence had been provided, and the engineers had confirmed in writing that immediate public-safety risks were adequately addressed, with further work to follow. The council said it would continue monitoring work and stadium safety. This North Stand reopening was a pre-takeover safety action, distinct from Storch’s later, broader account of investment. Councillor Joe Otten, chair of Sheffield City Council’s Environmental Services and Regulation Policy Committee, said: “Safety remains the Council’s highest priority, and we will continue to work closely with Sheffield Wednesday Football Club to ensure that Hillsborough remains a safe and welcoming venue for all.” The council’s statements verify the notice and its lifting; they do not establish the condition of every stand or that every stadium improvement is complete.
