The Indianapolis Star report, republished by AOL, describes District 10 as covering Indianapolis’s northeast side, including Lawrence. It reports that the City-County Council has 25 members. The same report says the Marion County Republican Party chose Joshua Masquelier to replace Joshua Bain in early September.
Who is Shaila Mulholland?
Mulholland is a first-term Lawrence Township school board member who took that seat in January 2025. She is a Lawrence North High School graduate and has worked as an educator, researcher and nonprofit leader. The report identifies her as acting executive director of Arts for Lawrence, which promotes arts and arts education in the city.

What happens to her school-board seat?
Mulholland planned to resign from the school board as she began serving on the City-County Council. The report does not specify who would fill the school-board seat or the timing and process for doing so.

Mulholland said she intended to seek the Democratic nomination for the seat in the May 2027 primary. That is a stated plan, not confirmation that she filed candidacy papers. Her October caucus selection and a later primary nomination are separate steps.
In a news release, Mulholland said: “In the coming weeks and months, I want to spend time listening to residents, neighborhood leaders, business owners, educators and others who know and love this community,” Mulholland said. “Public service starts with understanding what people are experiencing and then working together to find thoughtful, practical ways forward.” The statement describes her intention; it does not establish that this outreach has already taken place.
