The project broke ground in June 2025, with a reported investment of about $186 million and a forecast of roughly 70 jobs. Its projected benefits are not yet verified operating results: the available 2026 regional recap lists the investment and expected jobs but does not confirm that the facility has opened.
What is being built in Seward?
DARI Processing, a fourth-generation dairy business associated with the Tuls family and Tuls Dairies, is building a milk-processing facility at the Seward Rail Campus, also referred to as Rail Park, in Seward, Nebraska. TJ Tuls, DARI’s co-owner and CEO, described the goal as “looking to level up dairy.” Nebraska Examiner reported the project’s $186 million cost based on city records; Nebraska Public Media reported $165 million, while a 2026 Nebraska Public Power District recap listed $186.3 million. “About $186 million” reflects the Examiner and later NPPD figures, but published estimates differ.
How much milk will it process, and what will it make?
The Nebraska Department of Economic Development’s June 2025 announcement said DARI planned capacity of 1.8 million pounds of milk per day. The same announcement described production of shelf-stable milk and cream using ultra-high-temperature (UHT) pasteurization followed by sterile aseptic packaging. It said products made through this process can remain unrefrigerated for up to 12 months. The plant is also intended to produce Moo’v, DARI’s shelf-stable milk brand; at announcement, the state said Moo’v was sold at Hy-Vee and Nebraska grocery stores.
Published footprint figures vary: the Examiner reported 240,000 square feet, while Nebraska Public Media reported 236,000. Those are reported facility sizes, not a single reconciled figure.

What could the project mean for Nebraska dairies?
TJ Tuls said Nebraska dairies, including his family’s, had been shipping increasing amounts of milk out of state. He projected that the plant could keep 30% of the state’s milk in Nebraska and reduce trucking distance, fuel use and emissions. That percentage and the environmental benefits are company projections; the reviewed sources do not document results from an operating plant.
The project adds a potential processing outlet, rather than guaranteeing a market for every producer. Nebraska Public Media quoted Nebraska State Dairy Association president Doug Temme saying the added capacity would give milk another place to go and could provide an economic benefit in the area. The sources do not provide a formal comparison with other processing investments.

How many jobs and how much public support are projected?
The state announcement forecast about 70 full-time-equivalent positions, and NPPD’s 2026 recap also listed 70 new jobs. Nebraska Public Media reported 75 expected jobs in its 2025 coverage, so published forecasts vary. These are projected positions, not confirmed current employment.
Public support reported for the project includes:
- A $1 million Community Development Block Grant award, matched by the City of Seward.
- $583,000 in Nebraska Department of Transportation funding.
- $500,000 in state site and building funds.
- $8.6 million in city-approved tax-increment financing, reported by the Nebraska Examiner.
These are distinct reported forms of support; the sources do not establish that every amount is a direct grant to DARI.

Has the plant opened?
The sources reviewed do not establish that it is operating. At groundbreaking in June 2025, Nebraska Public Media reported an estimated 18-month construction period, while the Examiner reported a projected 2027 opening. The 2026 NPPD recap lists the project’s investment and expected jobs but does not update its construction stage or confirm completion. Treat the opening date as an earlier projection, not a verified current schedule.

Nebraska Public Media cited a National Agricultural Statistics Service first-quarter figure of about 49,000 milk cows in Nebraska, down 2,000 from a year earlier. That is dated 2025 context, not a current herd count. The story also quoted the International Dairy Foods Association’s estimate that dairy accounted for 2.8% of Nebraska GDP; that figure is attributed to IDFA through the news report and should not be read as a current measurement without updated source data.
