The ₹25 lakh mutual-fund-only PMS route, along with proposed permissions for to-be-listed securities and unlisted debt, was described in July 2026 consultation coverage; the available official listing does not confirm that these proposal details made it into the final rules. Investors should treat them as proposals—not currently available entitlements—until the operative text and any later changes are verified.
What has SEBI confirmed?
The official SEBI regulations index lists the Securities and Exchange Board of India (Portfolio Managers) Regulations, 2026, dated October 12, 2026, with an effective date of April 1, 2027. That means publication has occurred, but the new framework is not yet in force as of October 13, 2026. SEBI’s regulations listing and record

What was proposed for PMS investors?
SEBI’s comprehensive review consultation paper was listed on July 23, 2026. A report published that day described several proposals for the PMS framework; they should not be read as final requirements or permissions. SEBI’s consultation paper listing and Business Standard’s July 23, 2026 report

| Feature | What July 2026 coverage described | What is established about the final rules |
|---|---|---|
| Mutual-fund-only PMS | A proposed minimum investment of ₹25 lakh, compared with ₹50 lakh for regular PMS, as reported by Business Standard. | The official listing confirms the regulations’ date and effective date, but the material available here does not establish whether this route or its threshold is in the final clauses. |
| To-be-listed domestic securities | Business Standard reported that SEBI proposed allowing investment in these securities. | Final scope, conditions and limits are not established by the available official listing. |
| Unlisted debt | Business Standard reported a proposal to permit investment-grade unlisted debt up to 10% of a client’s AUM. | Whether the permission, cap, eligibility criteria or safeguards appear in the final rules is not established here. |
The report attributed this stated aim to SEBI: “This proposed framework aims to effectively serve mass-affluent investors who seek professional PMS for their MF investments.” Business Standard, July 23, 2026
Can you invest through PMS with ₹25 lakh now?
Do not assume so on the basis of the proposal. The ₹25 lakh figure was reported as the proposed minimum for a mutual-fund-only PMS route, not confirmed here as an operative threshold. The same report described ₹50 lakh as the minimum for regular PMS, but that figure also needs to be checked against the final legal text before treating it as the current rule.

Even if the final regulations establish a ₹25 lakh route, a minimum is only an eligibility threshold. It does not show that a particular PMS provider offers the route, that you qualify for the provider’s terms, or that the service is suitable for your goals, risk tolerance and financial circumstances. The available sources do not establish provider availability, pricing or final investor-protection terms.

What investors should verify before acting
- Check the operative text of the 2026 regulations and confirm that April 1, 2027 remains the effective date; the scheduled date could be amended.
- For a mutual-fund-only route, verify the final minimum, which funds qualify, and any suitability, disclosure or other investor-protection requirements.
- For to-be-listed securities and unlisted debt, confirm eligible instruments, applicable caps and conditions. Do not rely on proposal reporting as permission to invest.
- Ask a provider for its current service terms and costs. The available proposal coverage does not establish provider availability or pricing.
Why the proposal may matter
The reported MF-only route would create a lower proposed entry threshold than the ₹50 lakh regular-PMS minimum described in the same report, potentially addressing mass-affluent investors seeking professional management of mutual-fund investments. That possible expansion should not be confused with a confirmed right to access PMS at ₹25 lakh: the final route, its eligibility and protections, and its availability from providers must be established before an investor relies on it.
