Availability, eligibility, and rates can vary, so check ZEV’s current information before planning a trip.
What is Seattle’s ZEV Co-op carshare?
ZEV Co-op is a consumer cooperative that operates an electric-vehicle carshare. Rather than buying a car, users reserve access to a shared vehicle. ZEV describes the service as including the vehicle, insurance, reservation system, maintenance, and electricity. Its stated aim is a member-owned, community-focused, democratically controlled carshare, with transportation equity as part of its mission. ZEV Co-op’s service and membership information says qualified users can access vehicles without joining the cooperative.
That distinction matters for a household budget: carshare access avoids the purchase price and ownership responsibilities of a personal vehicle, but the sources do not establish what a typical Seattle trip costs today. Check the current rate and terms for the specific vehicle and location before relying on carshare as a lower-cost substitute for owning a car.

These are counts in the dated Seattle Housing Authority announcement, not a live inventory or a guarantee that a car is available now. In particular, Lake City Court had no public charging station listed in that notice; do not assume every site has the same charging access.
ZEV’s current locations page also lists Seattle locations including Estelita’s Library, Lake City House, T&C Ballard, and Neighborhood House, as well as Shoreline City Hall and Des Moines Marina. A site listing is not confirmation of an available vehicle at that location.

Separately, the City of Seattle’s 2024 progress report says SDOT partnered with ZEV Co-Op to establish two EV carsharing locations in the Central District and near the downtown Waterfront. The report passage does not identify exact addresses. These city-reported locations should not be treated as a reconciled or exhaustive inventory alongside the SHA sites.
How membership and visitor access differ
ZEV says qualified people can use its vehicles without becoming members. Membership is not just a different label: the operator says visitor accounts pay a higher use rate, can reserve only one hour ahead, and do not have voting rights in the cooperative. Members support the co-op’s vision and receive member benefits; the current benefits and rates should be confirmed directly with ZEV.

- Visitor account: access to the service without cooperative membership, with a higher use rate and a one-hour advance booking limit, according to ZEV.
- Cooperative membership: includes member benefits and voting rights, as described by the operator; confirm current membership requirements and terms.
The fact sheet ZEV published on December 26, 2024 described eligibility at that time as individuals aged 21 to 79 who met insurance criteria, with month-to-month participation and an option for groups to join on behalf of a constituency. Underwriting criteria and program rules can change, so use ZEV’s current requirements rather than treating that dated snapshot as a current eligibility guarantee.
What did the published income-qualified rates cover?
ZEV’s December 26, 2024 fact sheet said rates varied by EV and location and that special income-qualified member pricing was as low as $5 per hour and $40 per day. Those are historical lowest-price figures from that dated fact sheet—not confirmed current Seattle rates, and not necessarily the rate for a particular vehicle or trip. Ask ZEV whether an income-qualified rate is currently offered, what documentation it requires, and whether it applies at the location and time you need.

The same fact sheet described a statewide fleet of 12 locations and 12 EVs in service across Washington, including Seattle, Tacoma, Spokane, Bainbridge Island, and Port Townsend. That is a December 2024 statewide snapshot, not a Seattle fleet count today.

The December 2024 fact sheet lists electric sedans, pickup trucks, and vans, with some vehicles equipped with ADA lifts. It does not establish which model or accessibility equipment is available at each Seattle site now. Confirm vehicle type, accessibility features, and availability when booking.

- Routine local errands: a sedan may suit a smaller trip, subject to the specific vehicle’s availability and capacity.
- Hauling or larger loads: the fact sheet’s pickup and van categories may be relevant, but confirm the vehicle and any booking conditions.
- Accessibility needs: ask specifically whether an ADA-lift-equipped vehicle is available at the location and time required; the fact sheet does not map that equipment to individual sites.
How does the program connect to Washington policy?
Washington law directs the state Department of Transportation’s public transportation division to support clean-fuel carsharing for underserved communities and eligible lower-income workers who are not readily served by transit or who live or work in certain high-emissions corridors. RCW 47.04.355 allows qualified nonprofit organizations and local governments, including housing authorities, to participate, and identifies factors such as community-based participation and long-term sustainability in evaluating proposals. WSDOT describes its Zero-emissions Access Program as supporting zero-emission carshare pilots in underserved and low- to moderate-income communities, potentially including EV infrastructure. That is policy context; the available materials do not establish that a particular grant funded a specific ZEV Seattle site. Nor do the cited announcements provide measured results for household savings, mobility access, or emissions from this initiative.
Seattle also distinguishes free-floating carshare from designated-space carshare in its carshare permit information. City permit rules and charges are not participant trip prices and do not establish ZEV’s permit status or the permit category for a particular site.
