Seattle’s $0.10-per-order fee is a licensing fee assessed on network companies—not a charge the law expressly bills directly to customers. It applies to qualifying online orders that result in an app-based worker delivering goods or providing services in Seattle. The fee took effect January 1, 2025; whether a company passes any of its cost on to customers is not established by the City’s guidance.
What Seattle’s fee is—and when it started
Seattle City Council enacted Ordinance 126953 in 2023. The fee took effect on January 1, 2025. The ordinance sets the network-company license fee at $0.10 for each covered online order that results in an app-based worker delivering goods or providing other services in Seattle. Seattle City Council Ordinance 126953 and the City’s network-company licensing guidance describe the fee and its scope.
The legal obligation falls on the network company. The City’s materials do not say whether companies add the cost to customer prices, absorb it, or handle it another way. The fee amount alone does not establish that customers will see a separate $0.10 line item.
Which orders qualify
The City defines an online order for this fee as an order for services placed through an online-enabled application or platform and facilitated by a network company, or presented by the company for its own benefit. The order must result in an app-based worker delivering goods or providing services in Seattle. The relevant unit is each qualifying order, not each worker offer. One worker offer can contain multiple fee-bearing orders
A worker offer and an online order are not necessarily the same thing. If a single offer bundles several distinct qualifying online orders, the fee is calculated for each order in the bundle. For example, a two-order offer could result in two fees if both orders qualify; the offer itself does not turn them into one order for fee purposes. The City explains this distinction in its fee guidance.

Payment schedule
The fee began on January 1, 2025. The City’s schedule required payment for all four quarters of 2025 by January 30, 2026. Starting with calendar year 2026, payments are quarterly:
- First quarter: due April 30.
- Second quarter: due July 30.
- Third quarter: due October 30.
- Fourth quarter: due January 30 of the following year.

What the fee revenue is intended to fund
The ordinance says the fee recovers regulatory costs. The City identifies those costs as licensing and implementation of the App-Based Worker Minimum Payment Ordinance (Seattle Municipal Code Chapter 8.37) and the App-Based Worker Deactivation Rights Ordinance (Chapter 8.40). The stated purpose is cost recovery; it is not evidence by itself of a measured change in worker pay, customer prices, or order volume. See the ordinance and the City’s licensing guidance.
The fee sits alongside other Seattle protections for app-based workers, but those rules have separate effective dates. The Office of Labor Standards says the Minimum Payment Ordinance took effect January 13, 2024; paid sick and safe time provisions began May 1, 2023 for food-delivery network company workers and January 13, 2024 for other covered app-based workers; and deactivation-rights provisions took effect January 1, 2025.
