Scale AI laid off 14% of its staff after Meta’s $14.3 billion investment

Scale AI’s July 2025 restructuring cut about 200 full-time employees and ended work with roughly 500 contractors as the company shifted beyond data labeling toward enterprise and government AI services.

Scale AI announced the restructuring on July 16, 2025—not in 2026. The company eliminated about 200 full-time positions, equal to roughly 14% of its global full-time workforce, and ended work with approximately 500 contractors. The cuts were concentrated largely in its generative-AI and data-labeling operation, even as Scale said it planned to expand its enterprise and government businesses.

What happened at Scale AI?

Scale AI said on July 16, 2025, that it was reducing its workforce by approximately 200 full-time employees, or about 14% of its global full-time staff. Affected employees were told they would receive severance, according to Bloomberg.

Separately, Scale said it would stop working with approximately 500 contractors. Those two figures should not be presented as a single 700-person employee layoff: the 14% figure applied to full-time employees, while the contractors were an additional workforce reduction. Reporting also does not establish that all 500 contractors were frontline data annotators; some were described as part of the company’s corporate contract workforce.

The announcement came roughly one month after Meta invested approximately $14.3 billion for a 49% stake in Scale AI. Scale’s founder and CEO, Alexandr Wang, moved to Meta to work on its artificial-intelligence efforts, and Jason Droege became interim CEO.

Why did Scale make the cuts?

Scale’s stated explanation was that it had expanded its generative-AI capacity too quickly. Droege said the company would rebalance staffing and increase hiring in enterprise and government-facing businesses, according to TechCrunch.

That explanation points to a capacity correction rather than a claim that the company was shutting down or becoming insolvent. Scale said it remained well-funded and intended to hire in other areas. The available reporting does not support attributing every job loss directly to automation or saying that AI simply replaced the affected workers.

Several pressures likely overlapped:

  • Scale had hired and expanded rapidly during the generative-AI boom.
  • Demand for broad, general-purpose labeling may have become less predictable.
  • AI-assisted pre-labeling can reduce the amount of manual work required for some projects.
  • Customers increasingly want evaluation, deployment, and complete data pipelines rather than standalone annotation.
  • Meta’s investment and Wang’s move created concerns among customers that compete with Meta.

Why Meta’s investment mattered

Meta’s transaction was a major minority investment, not a complete acquisition. Meta received a 49% stake, while Scale continued operating as a separate company. Calling it an acquisition without explaining that structure would be misleading.

The relationship nevertheless changed how other AI companies could view Scale. Scale had worked with major customers across the AI industry, including companies that compete with Meta. After the investment, contemporaneous reports indicated that some customers—including OpenAI and Google—reduced or phased out work with Scale. That does not mean every major customer left, and the reporting does not prove that customer changes caused all of the layoffs.

The underlying concern was strategic: an AI laboratory may be reluctant to send sensitive training or evaluation data to a supplier that is now closely tied to a major rival. The investment therefore created potential customer-trust and data-governance complications at the same time that Scale was restructuring.

What does Scale AI’s data-labeling business do?

Data labeling is the process of organizing, annotating, or evaluating information so it can be used to train and test AI systems. Scale’s work has included image, video, text, audio, and multimodal data, as well as human feedback on model outputs.

The work is broader than putting a tag on a photograph. Generative-AI projects may require people to:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Write prompts and ideal answers.
  • Rank competing model responses.
  • Critique errors in reasoning, coding, or instruction following.
  • Create demonstrations for training.
  • Evaluate accuracy, safety, reliability, and bias.
  • Review specialized material in areas such as mathematics, law, science, or medicine.

It helps to distinguish three related categories:

Type of work What it involves
Traditional labeling Assigning classifications or annotations to raw images, text, video, audio, or other data.
Generative-AI data work Producing prompts, answers, demonstrations, rankings, critiques, and preference data.
Model evaluation Testing whether an AI system is accurate, safe, reliable, and able to follow instructions.

Scale’s AI Readiness Report emphasizes that human-generated, domain-specific data and human-in-the-loop evaluation remain important. The market is changing, but that is different from saying human data work has disappeared.

Where Scale said it was heading

Scale said it planned to add staff in enterprise sales, government sales, public-sector AI applications, customized industry systems, and AI deployment services. The strategy was to move beyond supplying data and take responsibility for more of the AI workflow.

In September 2025, Droege described a broader push into AI applications and services, particularly government work. Axios reported that he cited a U.S. Army contract valued at $99 million and a Defense Department deal with a ceiling of $100 million. Those figures should be understood as reported contract values, not as independently verified company-wide revenue.

Scale’s later leadership changes reinforced that direction. In July 2026, it hired former Google Cloud executive Francis deSouza as CEO. Axios reported that Scale expected its applications business to overtake its data business within 18 months. That is a forward-looking company projection, not an independently confirmed result.

What the layoffs suggest about the AI data-labor market

The restructuring illustrates a tension in AI services: demand for better data can remain strong even while a provider reduces headcount.

As AI-assisted labeling improves, companies may need fewer people for routine tasks but more specialists for difficult work. Labor demand can shift toward experts who evaluate coding, mathematics, reasoning, safety, multilingual performance, and industry-specific systems. Human reviewers may also supervise automated workflows rather than label every item manually.

Customers are also increasingly interested in integrated services: data creation, quality assurance, model evaluation, deployment, and ongoing monitoring. That can favor vendors that sell complete enterprise or government solutions over providers focused mainly on high-volume annotation.

For workers and contractors, the implication is not simply “more” or “fewer” AI jobs. The composition of the work may change toward smaller teams of specialized reviewers, subject-matter experts, evaluators, and technical staff, while generalist and project-based work remains more vulnerable to automation, budget changes, and customers bringing work in-house.

What remains unclear

Public reporting does not establish the exact geographic or team-by-team breakdown of the 200 full-time layoffs. It also does not fully identify the roles of the approximately 500 contractors or show how much the customer pullbacks affected Scale’s finances.

It remains unverified whether automation directly caused any particular employee’s job loss, how much revenue comes from government work, and whether the applications business will actually overtake the data business. Those points should not be treated as settled facts.

The bottom line

Scale AI’s July 2025 restructuring was a strategic reallocation: approximately 200 full-time employees were laid off and about 500 contractor relationships ended, largely around the company’s generative-AI and data-labeling operations. The cuts followed Meta’s $14.3 billion investment and Wang’s move to Meta, which created customer-trust concerns, but Scale’s stated explanation was that it had expanded GenAI capacity too quickly.

The episode does not show that data labeling has become obsolete. It shows a market moving toward automated workflows, specialized human evaluation, and broader enterprise and government AI services.
