The figures describe different measures, not two rates a saver could choose from:

- 0.41% national rate: The FDIC’s weighted national benchmark for savings deposits.
- 1.16% rate-cap-adjusted figure: A regulatory cap calculation, not a consumer offer or a list of high-paying accounts.
The FDIC bases savings-account figures on its $2,500 product tier. Its national rate methodology uses rates paid by insured banks and credit unions for which data is available, weighted by each institution’s share of domestic deposits. See the FDIC national rates table and methodology.

Does the FDIC national rate show the best rate available?
No. It is a national benchmark, not a maximum rate, a comparison of every account offer, or a “best savings account” ranking. Because the benchmark is weighted by institutions’ domestic deposits, it describes an average across reporting institutions rather than the highest APY a consumer might find.
One historical tracker, RateBrain, reported Ally’s savings APY as 3.60% on March 31, 2025. That is a secondary source’s dated observation for one provider; it does not establish a market-wide top rate or the terms available to every saver. Ally’s March 28 educational page provides product context but is not evidence of that historical APY. A dated single-provider figure should not be compared with the FDIC national average as though they were equivalent measures.

What APY tells you—and what it does not
Annual percentage yield (APY) expresses annualized interest based on the relationship between interest earned over an account term and the principal. For accounts without a stated maturity, such as typical savings accounts, Regulation DD uses an assumed 365-day term. For a variable-rate account, the disclosure calculation generally uses the initial rate and assumes it remains unchanged during the year; that convention does not guarantee the APY will stay the same.

In practical terms, a quoted APY helps compare interest under standardized assumptions, but a variable savings rate can change. Read the account’s current disclosures rather than treating a historical APY as a promise. The Federal Reserve’s Regulation DD APY guidance explains the calculation assumptions.

How to compare savings accounts for a date-specific rate check
The figures above do not support a provider-wide ranking for March 31, 2025. To compare actual accounts fairly, use offers observed on the same date and check the terms alongside the APY:
- APY and rate type: Record the stated APY and whether the rate is variable.
- Minimums and fees: Check the opening deposit, balance requirements, and any monthly or other fees that could reduce earnings.
- Access: Review how withdrawals and transfers work and whether limits or delays apply.
- Eligibility: Check geographic, membership, or other qualifying requirements.
- Deposit insurance: Confirm whether the institution is covered by FDIC insurance or, for a credit union, NCUA insurance, and understand which institution holds the deposits.
For an account decision made now, verify current rates and terms directly with the institution. Historical figures from March 2025 should not be used as present-day offers.
