Samsung has a real HBM4 supply relationship with AMD and says the companies’ collaboration includes foundry and advanced packaging. But the public evidence does not show that AMD has awarded Samsung a chip-manufacturing contract or tied HBM4 supply to a foundry decision. The distinction matters: Samsung may have an opening to win broader business, but that is not the same as a confirmed order.
What Samsung and AMD have actually announced
On March 18, 2026, Samsung announced a memorandum of understanding (MOU) with AMD. Samsung said the arrangement aligns primary HBM4 supply for AMD’s next-generation Instinct MI455X AI accelerator and advanced DRAM solutions for sixth-generation EPYC processors, codenamed “Venice.” The announcement also described collaboration across next-generation memory, foundry, and advanced packaging. Samsung’s MOU announcement does not disclose order quantities, pricing, exclusivity, guaranteed supply allocation, or a foundry award.

That leaves two different claims to keep separate: Samsung and AMD have publicly identified areas of collaboration, including foundry; the announcement does not say AMD selected Samsung to manufacture logic chips.

Why Samsung sees a possible path from HBM4 to foundry work
Samsung’s HBM4 announcement provides context for its pitch. On February 12, 2026, the company said it had begun mass production and commercial shipment of HBM4, using sixth-generation 1c DRAM and a 4nm logic base die. Samsung presents that combination as evidence of its ability to integrate memory and logic processes. It does not establish that AMD chose Samsung for the manufacture of MI455X or any other logic chip. Samsung’s HBM4 announcement

- Professional AI & Creator Workstation: AMD Radeon AI PRO R9700 GPU with 32GB GDDR6 is engineered for AI development, professional content creation, and compute-intensive workloads.
- Massive 32GB Memory Capacity: 32GB of GDDR6 memory on a 256-bit bus provides ample bandwidth for large AI models, 8K video editing, and complex 3D rendering.
- Advanced RDNA 4 with AI Accelerators: 64 Compute Units with 3rd Gen Ray Tracing and dedicated 2nd Gen AI Accelerators for groundbreaking AI performance and visual computing.
- Professional Blower Cooling: Efficient single blower design exhausts heat directly out of the chassis, ideal for multi-GPU workstation and server configurations.
- Enterprise-Grade Thermal Solution: Vapor chamber heatsink with industrial Honeywell PTM7950 thermal interface material ensures reliable cooling under sustained professional loads.
For an AI accelerator supplier, memory availability and advanced packaging are relevant parts of the broader production picture. Samsung can therefore make a strategic case for more work by emphasizing its memory, foundry, and packaging capabilities together. That is a plausible commercial opportunity—not proof that a memory deal is being used as a contractual condition to secure chip-manufacturing orders.
What the latest reporting says—and what it does not
On October 8, 2026, Tom’s Hardware reported that AMD CEO Lisa Su was visiting South Korea to seek additional HBM supply, citing Chosun.biz. It quoted Su saying, “We are going to talk about our broader partnership.” The report described Samsung as hoping to turn its memory-supply relationship with AMD into foundry orders. That is reporting about Samsung’s ambitions and ongoing discussions, not confirmation of a signed contract or a quid pro quo. Tom’s Hardware’s October 8 report
What is confirmed, and what remains unknown
| Question | What the public evidence establishes |
|---|---|
| Is Samsung associated with AMD’s HBM4 plans? | Samsung’s MOU identifies HBM4 supply for the MI455X accelerator. It does not disclose volume, price, exclusivity, or guaranteed allocation. |
| Does the collaboration include foundry and packaging? | Samsung’s announcement names foundry and advanced packaging as areas of collaboration, but does not identify a manufacturing order. |
| Has AMD awarded Samsung a foundry contract? | Not established by the cited public announcements or October reporting. |
| Is HBM4 supply formally linked to a foundry decision? | Not disclosed in the cited materials. |
| Are there disclosed foundry order value, timing, or AMD-specific HBM volumes? | Not disclosed in the cited materials. |
Samsung separately said it expects its HBM revenue in 2026 to be more than three times its 2025 HBM revenue. That is a forward-looking company expectation, not an independently verified result or a figure specific to AMD. Samsung Business Korea’s February 23 announcement

Bottom line for AMD’s manufacturing plans
Samsung has announced a meaningful memory relationship with AMD and placed foundry and advanced packaging within the wider collaboration. That gives Samsung a possible route to compete for additional business. But the evidence available as of October 10, 2026, does not confirm an AMD foundry award, specify its terms, or show that HBM4 supply depends on one. Treat “Samsung is using HBM4 as leverage to win AMD chip manufacturing” as an interpretation of Samsung’s strategic opportunity, not an established deal.
