Han reportedly spent 21 years at Taiwan Semiconductor Manufacturing Company (TSMC), Samsung’s leading foundry rival, before also holding a senior role at Intel. The appointment puts an experienced industry executive in charge of Samsung’s U.S. foundry effort; it does not mean she now leads Samsung’s global foundry business or that the company has closed its competitive gap.
Who is Margaret Han?
Han is a semiconductor-industry executive with more than 30 years of experience, according to her professional and industry profiles. Her current title is executive vice president and head of U.S. Foundry at Samsung Semiconductor. That remit concerns Samsung’s American foundry organization, not the company’s entire global foundry operation. Han’s professional profile identifies her with Samsung Semiconductor.
Her reported career includes customer-facing work in marketing, business development and sales, as well as experience with foundry sourcing and supplier management. Those functions matter in a foundry business because chipmakers must win customers’ designs and then manufacture those customers’ chips to agreed technical and delivery requirements.
What does “two decades with a competitor” mean?
The competitor was TSMC, formally Taiwan Semiconductor Manufacturing Company. The original report says Han spent 21 years there, which is the basis for rounding her tenure to “two decades.” That duration is reported by Android Headlines; the available professional and industry profiles establish her employers and role but do not independently document every year of that tenure.

Han also worked at Intel. The same report describes her Intel position as head of Global External Foundry Sourcing and Supplier Management. Her move to Samsung therefore follows experience at two companies that compete in advanced semiconductor manufacturing, not just a long stint at TSMC.
What is Samsung asking her to lead?
Han’s role is to lead Samsung’s U.S. foundry business and support its American expansion. A foundry manufactures chips designed by other companies. That is distinct from Samsung’s memory business, which makes products such as DRAM and NAND, and from its other system-semiconductor activities. Her appointment should not be read as a leadership change over all of Samsung’s semiconductor businesses.

Samsung’s U.S. plans center on its existing Austin presence and a major project in Taylor, Texas. The company describes two planned leading-edge logic fabs and research-and-development activity in Taylor, alongside an expansion of its Austin facility. Samsung says its planned regional investment exceeds $37 billion and that the U.S. Department of Commerce awarded it up to $4.745 billion in direct CHIPS Act funding. These are Samsung-published figures for planned investment and an award ceiling, not a measure of money already spent or production already achieved. Samsung’s Taylor project page provides the company’s description of the plans.
How the Texas plans relate to Samsung’s chip roadmap
Samsung’s foundry materials list technologies including 4 nm and 2 nm, but a roadmap reference is not proof that those processes are already in high-volume production at Taylor. Plans, targeted production dates, actual manufacturing scale and commercial availability to customers are different milestones. Samsung’s 2025 foundry investor presentation is a company roadmap document; it should not be treated as confirmation that Taylor is already producing those chips at scale.

That distinction matters when assessing the business impact. A new executive can help build customer relationships and coordinate a U.S. operation, but customers ultimately need a process that meets their technical needs, dependable yields and delivery, and commercially acceptable terms. The appointment alone establishes none of those outcomes.

Samsung is trying to strengthen its contract-chipmaking business while expanding manufacturing in the United States. Han’s experience at TSMC gives her familiarity with Samsung’s principal foundry rival, while her Intel role adds experience with external foundry sourcing and supplier management. Her background in commercial functions is also relevant to winning and serving foundry customers.

For investors and industry watchers, the hire is best understood as a strategic signal: Samsung is placing a senior executive with experience across rival foundry ecosystems in a U.S.-focused leadership role. It is not evidence by itself of increased market share, improved yields, new customer wins, or a narrower technology gap with TSMC. Those are separate business and manufacturing outcomes.

Risks and questions that remain
- Execution: Han’s experience may inform Samsung’s approach, but it cannot substitute for process performance, manufacturing reliability, delivery and cost competitiveness.
- Customer trust: Customers may value an executive’s understanding of foundry needs, but they will judge Samsung by the performance and protections it provides.
- Confidentiality: Moving between competitors does not itself imply wrongdoing. Executives remain subject to legal and contractual duties protecting former employers’ trade secrets and confidential information; no such violation is established by the hiring report.
- Scope: The available title is head of U.S. Foundry. It should not be expanded into a claim that Han controls Samsung’s worldwide foundry operation.
- Texas timeline: Samsung’s stated investment and technology plans do not establish which customers will use Taylor, when particular processes will reach production, or at what scale.
