Samsung engineers reportedly submitted confidential source code and internal meeting material to ChatGPT in April 2023 while trying to debug code, improve it, and generate meeting notes. The incident was an unauthorized disclosure to an external AI service—not evidence that Samsung was hacked or that its code was later published. It shows why companies need a safe, approved way to use AI, not just a warning about it.
What happened at Samsung?
Samsung’s Device Solutions division reportedly began allowing employees to use generative-AI tools on March 11, 2023. Within weeks, three incidents were reported in which employees submitted company information to ChatGPT. Contemporary reporting described Samsung imposing a 1,024-byte prompt limit and considering disciplinary action; those details come from secondary reporting, not a publicly available Samsung policy document. TechCrunch reported that Samsung’s temporary restriction took effect May 1, 2023, on company-owned devices and internal networks. It covered ChatGPT, Bing’s AI features, and Google Bard, the name then used for Google’s chatbot. Samsung said it was working on safeguards for internal use.
| Date | Reported event |
|---|---|
| March 11, 2023 | Samsung’s Device Solutions division reportedly began allowing generative-AI use, according to TechCrunch. |
| April 2023 | Three employee submissions to ChatGPT were reported: semiconductor source code, code related to equipment defect detection, and internal meeting material, according to Dark Reading. |
| May 1, 2023 | A temporary restriction on generative-AI services took effect on company devices and networks, according to TechCrunch. |
What information did employees submit?
Dark Reading’s account describes three practical work tasks: debugging buggy semiconductor database source code, asking for help optimizing code used to identify equipment defects, and submitting internal meeting content for minutes or a summary. The reports describe the kinds of material sent, but do not establish its full contents, precise classification, or the business consequences of each submission.
The use cases were ordinary engineering and office work. That is part of the lesson: employees may turn to a fast, convenient tool before an organization has approved a secure workflow for the task.

Was Samsung hacked, and was its code exposed publicly?
The reported event is best described as confidential-data leakage or unauthorized disclosure to an external AI provider. Employees transmitted company information outside Samsung’s controlled environment. The available reporting does not establish a criminal intrusion into Samsung, public posting of the source code, competitor access, or later retrieval of the exact material from ChatGPT. Calling it a confirmed hack or saying Samsung’s secrets were stolen would go beyond what the reports show.
Did ChatGPT train on Samsung’s submissions?
The reports do not establish that the Samsung material was used to train a model or that it could later be recovered by another user. In April 2023, consumer ChatGPT had fewer enterprise privacy controls than organizations commonly seek today, and contemporary coverage warned that prompts could be retained and used to improve models. That general warning should not be turned into a claim that every Samsung prompt entered a training set.

OpenAI’s current policies distinguish among products. It says consumer ChatGPT content may be used to improve models unless the user opts out; Temporary Chats are not used for training. OpenAI says data from ChatGPT Business, Enterprise, Edu, Healthcare, Teachers, and API use is not used for training by default. These terms and controls can vary by product, configuration, region, and date. See OpenAI’s data-use policy and its pages on business data and enterprise privacy.
“Not used for training” does not mean “no risk.” Training is only one question. Organizations must also assess retention, deletion, vendor and subprocessor access, data residency, contractual terms, logging, and how connectors or integrations can expose information. An approved enterprise account can still be risky if permissions are too broad or settings are poorly configured.

Why did Samsung restrict AI tools?
A temporary restriction can quickly reduce unsanctioned data transmission and give security teams time to define acceptable uses. It also creates a clear rule employees can follow. A strict ban may be appropriate for highly regulated work, classified information, or environments built around trade secrets.
But a ban alone does not teach employees how to recognize confidential information, and it may push work to personal accounts, phones, or unapproved services. That shadow use is harder to monitor and may remove the opportunity to provide safer, auditable tools. A practical policy usually prohibits public consumer tools for confidential work while offering an approved alternative for legitimate tasks.

| Approach | What it can do | Limitation to account for |
|---|---|---|
| Blanket ban | Set a fast, clear boundary and reduce unsanctioned use. | May encourage shadow AI and block useful, controllable workflows. |
| Consumer tool with opt-out | Reduce the chance that content is used for model improvement where the service offers that control. | Does not by itself settle retention, access, contractual, or compliance questions. |
| Enterprise AI account | May add administrative, identity, contractual, and audit controls. | Requires vendor review, configuration, training, and ongoing permission management. |
| Internal or self-hosted model | Can give an organization more control over its data path. | Can be more costly and harder to operate and maintain. |
| Approved tools plus DLP | Combines a usable workflow with detection and enforcement controls. | Requires mature security operations and rules that recognize more than obvious identifiers. |
How companies can set safer workplace AI rules
Classify data with examples
Define categories such as public, internal, confidential, and restricted, then explain them using real work materials. Source code, credentials, private keys, production logs, customer records, unreleased product details, legal documents, security findings, and meeting recordings should each have an explicit rule. A label alone is not enough: staff need to know what may be entered into which approved tool.
Approve specific tools and configurations
Maintain an allowlist of providers, accounts, models, and permitted features. Review identity and access controls, data regions, retention and deletion settings, vendor and subprocessor terms, and audit logging. Decide whether file uploads, connectors, plug-ins, custom GPTs, browser extensions, memory, and external actions are permitted. The review should cover the full data path, not just a provider’s training statement.

Use technical controls alongside policy
- Require SSO, multifactor authentication, and role-based access where available.
- Use data-loss prevention, endpoint or browser controls, and network egress rules to limit transmission of secrets, personal data, and regulated information.
- Apply secret scanning before code or prompts leave approved development environments.
- Limit connectors to the repositories, drives, mailboxes, and systems employees actually need.
- Log relevant prompts, uploads, administrative changes, and access in a way that meets the organization’s privacy and retention requirements.
- Require human review before high-impact AI outputs are used in production or trigger external actions.
Train employees on practical behavior
- Do not paste credentials, private keys, customer records, production logs, unreleased source code, or confidential strategy into an unapproved service.
- Treat a file upload as a disclosure, not as a private scratchpad.
- Use synthetic examples or remove unnecessary names, identifiers, proprietary algorithms, and business context.
- Verify generated code and summaries; AI output can contain security flaws, licensing issues, or inaccurate details.
- Report accidental disclosure promptly so security and legal teams can assess it.
What engineers should do instead
For code debugging and optimization
- Use an approved enterprise coding assistant or internal model.
- Reduce the problem to the smallest reproducible example and replace proprietary identifiers with placeholders.
- Do not include secrets, tokens, private URLs, customer information, or production code unless the organization explicitly authorizes that use.
- Keep work inside approved repositories and development environments, then review generated code for vulnerabilities, licensing issues, and unsupported APIs.
For meeting notes and document summaries
- Use an approved transcription or summarization system with documented retention and access rules.
- Confirm that required participant consent has been obtained before recording.
- Remove confidential details that are not necessary for the summary, and check the result against the source material.
What to do after an accidental submission
Organizations should have a reporting process that encourages quick disclosure rather than concealment. The response team can then determine the scope and obligations without assuming either that the data is harmless or that it has become public.
- Identify the account, service, and time of submission; preserve relevant records.
- Determine exactly what was sent and whether it included credentials, personal or regulated information, trade secrets, or confidential customer material.
- Review the applicable service terms and controls for retention, deletion, access, and possible copies used for abuse monitoring or support.
- Revoke or rotate exposed credentials and tokens, and assess whether affected systems need additional monitoring.
- Ask legal, privacy, security, and compliance teams to determine whether customer, contractual, or regulatory notification is required.
- Assess whether the incident reflects an individual mistake, unclear policy, or a missing approved tool, and address that underlying gap.
Why the Samsung incident still matters
Generative-AI tools now may connect to repositories, documents, email, ticketing systems, and other business data. Those integrations can make an assistant more useful, but they also make permissions, logging, and connector scope central security questions. The enduring lesson from Samsung’s 2023 episode is not that all AI tools are unsafe: it is that organizations need clear data boundaries and a usable, controlled path for employees before routine work sends confidential information elsewhere.
