Foreign investors held 46.38% of Samsung Electronics shares on October 8, 2026, according to Korea Exchange data reported by MoneyToday and the Seoul Economic Daily. Both reports compare that reading with 46.35% on January 11, 2008, but a ChosunBiz report gives a different historical benchmark. The “17-year low” headline therefore needs qualification: the current figure is clear, while the precise record comparison is disputed across reports.
What the latest figures show
The daily readings reported on October 11, 2026, put foreign ownership of Samsung Electronics at 46.37% on October 7 and 46.38% on October 8. These are point-in-time ownership ratios, not measures of how much foreign investors bought or sold on either date.

Samsung’s own shareholder-structure page lists foreign ownership at the end of the second quarter of 2026 as 46% for common shares and 73% for preferred shares. Those are rounded quarter-end figures; they are not directly interchangeable with the more precise daily October figures. Samsung’s listing information identifies its KRX common shares as 005930 and preferred shares as 005935. Its London-listed GDRs are SMSN for common shares and SMSEL for preferred shares.

Why reports differ on the historical low
MoneyToday and the Seoul Economic Daily say the October 8 reading of 46.38% is near the 46.35% recorded on January 11, 2008. ChosunBiz instead says the October 7 reading of 46.37% was the lowest since July 16, 2009, when it reports a 46.45% level. Its English-language report also says the Korea Exchange reported the data on “Nov. 11,” despite being dated October 11, 2026. The available reports do not resolve these discrepancies, so the financial-crisis-era comparison is corroborated by two reports but the exact historical record should not be treated as settled.

What the decline does—and does not—say about selling
MoneyToday reports a year-to-date high of 52.40% on January 6, 2026. It says the ratio fell below 50% in March after the U.S.-Iran conflict began, and remained lower even as the KOSPI rose. That sequence provides context, but timing alone does not establish that the conflict caused foreign investors to reduce their holdings.
An ownership ratio is the foreign-held portion of shares outstanding at a particular date. Net buying or selling is a flow measured over a period. A lower ownership share can be consistent with net selling, but these measures answer different questions and should not be substituted for one another. The reports cited here do not establish a single cause for the change.

ChosunBiz attributes a related assessment to Lee Jae-won of Yuanta Securities Korea: “We reconfirmed that it is difficult to expect a reversal in foreign flows on the basis of good earnings alone. Political and geopolitical events themselves do not directly lead to a foreign return.” The English wording is from a page identified as AI-translated, rather than a verified English-language original.

The defensible takeaway is that foreign ownership of Samsung Electronics was about 46.4% in the October 7–8, 2026 daily readings cited by the reports, and two same-day accounts place that level near January 2008. Because another report uses July 2009 as its comparison and contains a date inconsistency, “financial-crisis-era level” is more precise than an unqualified assertion of a 17-year low.
