The headline appears to be a misleading restatement of a report that Apple explored Intel and Samsung as possible U.S. chip-manufacturing partners. The discussions were reportedly preliminary, had produced no orders, and did not indicate that Apple and Samsung were jointly trying to buy Intel.
For consumers, investors and employees, the practical takeaway is simple: there is no confirmed immediate change to iPhone, iPad, Galaxy or Intel products, prices or availability.

What was actually reported?
According to Bloomberg, Apple held exploratory discussions with Intel about using Intel’s chipmaking services and Apple executives visited a Samsung facility being developed in Texas. The potential objective was to create an additional U.S. manufacturing option for Apple’s custom processors.
The report did not describe a purchase agreement, merger, tender offer or joint Apple-Samsung bid for Intel. Reuters, in a report carried by Investing.com, said it could not independently verify the report at publication. Apple and Samsung did not immediately comment, while Intel declined to comment.

Why the acquisition wording is misleading
A foundry arrangement and an acquisition are fundamentally different:
- Foundry arrangement: Apple designs a chip and pays another company to manufacture it.
- Investment or partnership: A company provides capital, capacity or technical cooperation without taking ownership.
- Acquisition: A company buys control of another business, including its assets, liabilities, operations and intellectual property.
“Using Intel” could mean using Intel Foundry to fabricate an Apple-designed chip. It does not mean Apple would return to Intel-designed processors, and it does not mean Samsung phones would use Intel CPUs.

Why Apple might want alternatives to TSMC
Apple has strong reasons to investigate additional manufacturing capacity without abandoning TSMC.

- Game Without Compromise. Play harder and work smarter with Intel Core 14th Gen processors
- 20 cores (8 P-cores plus 12 E-cores) and 28 threads. Integrated Intel UHD Graphics 770 included
- Up to 5.6 GHz with Turbo Boost Max Technology 3.0 gives you smooth game play, high frame rates, and rapid responsiveness
- Compatible with Intel 600-series (with potential BIOS update) or 700-series chipset-based motherboards
- DDR4 and DDR5 platform support cuts your load times and gives you the space to run the most demanding games
- Supply-chain resilience: Multiple qualified suppliers can reduce dependence on one manufacturer.
- Geographic diversification: U.S. production could reduce exposure to geopolitical and logistics risks involving Taiwan.
- Capacity constraints: Reuters reported that Apple had warned of continuing constraints affecting advanced processor chips.
- U.S. manufacturing commitments: Apple says its American Manufacturing Program includes Samsung and other semiconductor partners. The company also announced a four-year U.S. spending commitment of $600 billion in 2025; see Apple’s March 2026 announcement.
- Negotiating leverage: A credible second source could potentially improve Apple’s leverage over capacity, pricing and production schedules, although Apple has not publicly identified that as its objective.
Even if Samsung or Intel eventually manufactured some Apple chips, that would not necessarily affect every A-series or M-series processor, nor would it imply that TSMC had lost Apple’s business.
Why Samsung is a plausible manufacturing partner
Samsung Foundry operates an Austin, Texas facility and is developing advanced manufacturing capacity in Taylor, Texas. Samsung describes the Texas expansion as supporting mature and advanced logic production. It lists an initial planned Taylor investment of $17 billion and a broader regional investment expected to exceed $37 billion. Samsung also says the U.S. Commerce Department awarded it up to $4.745 billion in direct CHIPS Act funding in December 2024. Details are available from Samsung Semiconductor.
Apple separately said in August 2025 that it was working with Samsung at its Austin facility on a new chipmaking technology intended to improve power and performance in Apple products. That relationship may help explain Apple’s interest in Samsung’s Texas operations, but it does not prove Samsung will manufacture the most advanced iPhone processors.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsSamsung Foundry is also distinct from Samsung’s Galaxy-device business and its memory-chip operation. A possible Apple manufacturing contract would primarily concern the semiconductor-manufacturing division, not Samsung’s phone road map, software support or consumer pricing.

Why Intel is relevant
Intel is trying to build an external foundry business that manufactures chips for customers beyond Intel itself. Its offerings include fabrication, advanced packaging and systems-foundry services.
Intel says its 18A process entered production in 2025 and that an enhanced 18A-P version entered risk production in June 2026. Intel also announced completion of its RAMP-C program in July 2026. These developments could make Intel more credible as a potential manufacturing partner, but they do not establish that Apple intends to buy Intel.
A major Apple customer win would be commercially and symbolically important for Intel. Apple was a longtime Intel customer before beginning its transition to Apple-designed processors in Macs in 2020. However, the distinction matters: Intel could manufacture an Apple-designed chip without supplying an Intel-designed CPU.
What this means for iPhone and iPad buyers
In the near term: probably nothing
Because the reported talks were preliminary and had produced no orders, there is no confirmed product change. Consumers should not expect an immediate effect on:

That is not a guarantee about future products; it reflects the absence of a confirmed manufacturing agreement or product announcement.
Over the longer term
If Apple eventually qualifies Intel or Samsung for selected production, possible benefits could include greater supply resilience, additional U.S. manufacturing and more flexibility when allocating capacity among iPhone, iPad and Mac products.
There could also be costs. Supporting multiple manufacturing processes increases design, testing, logistics and quality-control complexity. Different yields or defect rates could raise costs or create delays, especially if a second supplier cannot match TSMC’s scale and consistency. U.S. production does not automatically mean cheaper devices.
What this means for Samsung customers
There is no evidence that a possible Apple-Samsung foundry relationship would change Galaxy specifications, make Samsung phones use Intel processors or alter Samsung’s consumer-device pricing. Samsung Electronics contains several major businesses, and manufacturing chips for Apple would be separate from designing and selling Galaxy products.

What this means for Intel customers and workers
A successful Apple manufacturing contract could validate Intel’s external-foundry strategy, improve utilization of advanced capacity and attract additional customers. It could also support U.S. semiconductor jobs and related supplier activity.
But one potential customer would not solve Intel’s broader financial, technological or execution challenges. Apple would likely demand repeatable yields, high-volume capacity, strong design-tool support, secure intellectual-property handling, advanced packaging and consistent long-term delivery. The difference between exploratory talks, prototype production, risk production and high-volume manufacturing is substantial.
Could Apple or Samsung still invest in Intel?
A future investment or partnership is theoretically different from an acquisition, but the supplied reporting does not establish either one. An Intel acquisition would raise major questions involving transaction financing, antitrust review, U.S. national-security oversight, foreign-investment rules, Intel’s x86 business, its foundry operations, intellectual property, real estate and government support.
Accordingly, treat claims that Apple or Samsung is “buying Intel” as unverified unless supported by a formal company announcement, regulatory filing or other primary disclosure.
How to judge future headlines
If a later report claims that Apple, Samsung or Intel has reached a deal, look for these details:
Quick Recap
- Is there a signed order, or only a meeting, site visit or discussion?
- Which chips are involved: iPhone application processors, Mac chips, wireless chips, power-management chips or another component?
- Which process node and manufacturing location are involved?
- Is production at the prototype, risk-production or high-volume stage?
- Has Apple completed yield validation and supplier qualification?
- Would TSMC remain the primary supplier?
- Does the agreement cover fabrication, packaging, testing or several stages?
- Would production serve U.S.-bound products only or global shipments?
What this does not mean
- It is not a confirmed acquisition of Intel.
- Apple and Samsung are not confirmed to be jointly buying Intel.
- Apple is not confirmed to be returning to Intel-designed processors.
- Samsung phones are not confirmed to be switching to Intel chips.
- TSMC has not been confirmed to have lost Apple’s business.
- Lower prices, faster devices and better availability are not guaranteed.
