Russia’s announced grain export-duty rate for November 23–29, 2026, is 0 rubles per tonne. The Russian Ministry of Agriculture’s 2026 notice says the government-set zero rate applies to grain crops from September 1 through December 31, 2026. The date window here is interpreted as the upcoming November 23–29 week; a later policy change could alter the rate before then.
What rate applies during November 23–29?
Under the rate stated in the Ministry of Agriculture’s 2026 grain export-duty notice, the duty for covered grain crops is zero rubles per tonne throughout September 1–December 31, 2026. November 23–29 falls within that period, so the currently announced rate for that week is 0 rubles per tonne.
The notice identifies wheat and meslin, barley, and corn as the covered crops. The zero rate is a period-wide government measure, rather than a new crop-by-crop calculation published specifically for November 23–29.
Why the October rates table shows different figures
The same notice includes weekly calculated rates. Its October 2, 2026 entry gives the following indicative export prices and calculated duties:

These are the calculated values shown for October 2, not the rates applicable to the November week. The notice separately states that the government-set zero rate covers grain crops from September 1 through December 31, 2026. Reading the October calculations as November’s effective duties would conflate the weekly table with the later period-wide measure.
How the notice describes weekly calculations
The Ministry says calculated rates take effect on the third working day after publication and remain in force until the next calculated rates begin. It lists base export prices of 18,000 rubles per tonne for wheat and meslin, and 17,875 rubles per tonne for barley and corn. The separate zero-rate measure applies for September 1–December 31, 2026.

What to check before relying on the November rate
The zero rate is the rate currently stated for November 23–29, based on the notice available for the 2026 schedule. Because the week is in the future relative to the notice’s October 8, 2026 research date, check the Ministry’s notice and the governing acts near the export date for any subsequent amendment.
