Rhode Island’s RI AnchorHome program added BayCoast Bank, Bristol County Savings Bank and Westerly Credit Union on October 6, 2026. The state said the initiative had financed 119 home purchases totaling more than $45 million since launching in December 2025. RI AnchorHome is a state-backed mortgage initiative for eligible first-time buyers purchasing a primary residence in Rhode Island; participating lenders issue and manage the mortgages, while the state places matching funds with them.

The announcement is a program expansion, not a lender ranking. The available state information does not establish lender-specific rates, quotes or terms, so prospective borrowers should contact participating institutions directly and compare their offers.

What does the 119-purchase milestone show?
Rhode Island’s Office of the General Treasurer reported that, since the program launched in December 2025, RI AnchorHome had financed 119 purchases totaling more than $45 million. Treasury also reported an average loan of approximately $383,000 and an average home purchase price just over $400,000.
Those figures describe activity reported in the state’s October 6, 2026 announcement. Treasury did not disclose a separate methodology or transaction-level dataset with the figures, so they should be understood as program-reported totals and averages rather than independently audited statistics. They do not predict what a particular buyer can borrow or what home will qualify.

How RI AnchorHome works
RI AnchorHome is a Community Deposit Program. After a participating institution approves a qualifying buyer’s mortgage, the state places matching funds in an account at that same institution. The lender—not the state—issues and manages the mortgage. The deposit arrangement is intended to support more affordable mortgage options through participating lenders.
The October announcement describes program-level features including a 30-year fixed-rate mortgage, a starting interest rate of 3.99% subject to market conditions, no private mortgage insurance (PMI), support for down-payment and closing costs, and mandatory homeownership counseling. These are not guarantees that every applicant will receive identical terms. In particular, 3.99% is a starting rate, not a promised rate; ask a participating lender for its current offer and the conditions that apply.

Who may qualify?
The program is aimed at first-time homebuyers purchasing a primary residence in Rhode Island. Treasury’s application describes eligible loans as purchase loans to first-time homeowners physically located in Rhode Island and applies household-income requirements tied to statewide income limits.
Income limits and other eligibility requirements can depend on current program rules and the applicable year’s limits. Do not rely on an old threshold: review the current Treasury program page and application, then confirm your circumstances with a participating lender.

HousingWorks RI Executive Director Brenda Clement described the initiative in the Treasury release as “an important tool for helping Rhode Islanders overcome these affordability challenges and achieve homeownership.” That is an attributed statement about the program’s purpose, not a guarantee of approval or affordability for every household.
