Couples can improve lifetime Social Security income by coordinating claim ages, understanding deemed filing, and protecting the higher earner’s future survivor benefit. The right sequence depends on each spouse’s birth date, earnings record, marital history, eligibility and need for current cash. Compare your own estimates through the Social Security Administration (SSA) before applying.

First, know what a spousal benefit can pay

A current spouse generally must be at least 62 or caring for a qualifying child to receive a benefit on the worker’s record. In most cases, the worker must already be receiving retirement benefits. At the spouse’s full retirement age (FRA), the maximum is up to half of the worker’s FRA benefit—not half of a larger amount created by delayed retirement credits.

SSA author Dawn Bystry wrote on July 11, 2024: “Your full spouse’s benefit could be up to one-half the amount your spouse is eligible to receive at their full retirement age.” If the spouse claims before their own FRA, the amount is permanently reduced. Waiting until FRA produces the unreduced spouse amount, subject to the program’s eligibility rules and the worker’s FRA benefit.

For an illustration, SSA’s 2025 edition of Retirement Benefits shows a 32.5% spouse benefit at age 62 when the claimant’s FRA is 67; the same publication shows the percentage rising to 50% at FRA. Those figures are an example, not a personal quote.

1. Coordinate when each spouse claims

Compare an early claim with the FRA amount

The lower earner may claim as early as 62, but doing so can lock in a reduced spouse benefit for life. Before filing, compare the estimated amount at 62 with the amount at FRA, and include the claimant’s own retirement benefit in the comparison. A household that needs income immediately may rationally choose an earlier claim, while a household able to use savings or earnings may value the larger later payment.

Use a household cash-flow test

List expected income at each proposed claiming age, essential expenses, taxes and the years each spouse expects to rely on Social Security. The key comparison is not simply “half of the worker’s benefit.” It is the claimant’s own retirement benefit plus any spouse supplement, after the early-claim reduction, versus the unreduced amount available at FRA.

Check eligibility before setting a date

  • The worker generally must have filed for retirement before a current spouse can receive spouse benefits.
  • A current spouse usually needs to be 62 or caring for a qualifying child.
  • A divorced spouse may qualify on a former spouse’s record when the marriage lasted at least 10 years, provided other SSA conditions are met.

2. Understand deemed filing before pursuing “spousal-only” benefits

How the rule works

For people born on or after January 2, 1954, deemed filing generally applies when they are eligible for both their own retirement benefit and a spouse benefit. Applying for one is generally treated as applying for both. SSA describes the result as receiving the person’s own retirement benefit first, with a spouse supplement if that supplement is higher.

That rule usually prevents a younger claimant from taking only a spouse benefit while allowing their own retirement benefit to grow with delayed retirement credits. A strategy seen in older articles may therefore be unavailable to many current applicants.

Legacy restricted applications

Some people born before January 2, 1954 may have a restricted-application option in limited circumstances. It is not a general strategy for younger readers, and eligibility depends on the person’s exact birth date and benefit status. Ask SSA to confirm whether a restricted application is available before relying on it.

Questions to ask SSA

  1. Does deemed filing apply to my birth date and the month I want to claim?
  2. What is my own retirement estimate at each possible filing age?
  3. How much would the spouse supplement be after any early-claim reduction?
  4. Would filing now change a future survivor benefit?

3. Plan the higher earner’s delay and the survivor benefit separately

What delaying can increase

Delaying the higher earner’s retirement benefit beyond FRA can raise that worker’s own monthly retirement amount through delayed retirement credits. However, the current spouse-benefit ceiling does not rise with those credits. As Bystry’s SSA article cautions: “However, your maximum spouse’s benefit remains 50% of their full retirement age benefit, not their higher amount including delayed retirement credits.”

In practical terms, delaying the higher earner may not increase the living spouse’s current spouse benefit above the 50% FRA cap, but it can create a larger retirement check for the higher earner while both are alive.

Why the survivor calculation is different

Delayed retirement credits can be included when SSA calculates a surviving spouse’s benefit. That makes the higher earner’s delay a form of survivor protection: after the worker dies, the surviving spouse may receive an amount tied to the worker’s larger delayed benefit, subject to survivor-benefit rules.

Do not apply current-spouse rules to survivors

Deemed filing does not apply to survivor benefits. A widow or widower can generally make a separate sequence decision about a survivor benefit and their own retirement benefit. The best order may differ from the order used while both spouses are living, so treat survivor planning as its own analysis rather than an extension of the current-spouse strategy.

A comparison checklist for couples

Decision factor What to compare
Age and FRA Each spouse’s current age, FRA and proposed filing age.
Own retirement benefit The claimant’s estimate at each age versus the potential spouse supplement.
Deemed filing Whether the claimant was born on or after January 2, 1954 and is eligible for both benefits.
Higher earner’s delay The worker’s benefit at FRA and after delay, plus the possible survivor amount.
Cash-flow needs Essential spending, other income, savings and the value of a larger later payment.
Marital history Current-spouse or divorced-spouse eligibility and the 10-year marriage threshold for a former spouse claim.

Common mistakes to avoid

  • Assuming a spouse can receive 50% of the worker’s delayed benefit. The cap is tied to the worker’s FRA amount.
  • Claiming at 62 without pricing the permanent reduction against the FRA amount.
  • Assuming a “spousal-only” filing is available despite deemed filing.
  • Using current-spouse rules to predict a survivor benefit.
  • Relying on a generic calculator without checking both spouses’ earnings records and birth dates with SSA.

How to verify your personal strategy

  1. Review each spouse’s earnings record and retirement estimates through SSA.
  2. Write down both FRA dates and the earliest eligible filing dates.
  3. Request estimates for the lower earner’s own benefit, spouse supplement and combined amount at 62, FRA and later ages.
  4. Ask SSA whether deemed filing or a restricted application applies.
  5. Model the higher earner’s delay and the surviving spouse’s potential benefit separately.
  6. Apply only after confirming eligibility, effective dates and the permanent effect of an early claim.
