Qualcomm reported $9.9 billion in revenue and non-GAAP earnings of $2.21 per share for fiscal Q3 2026, with revenue at the high end of its own guidance. That is not enough to verify a Wall Street earnings “beat”: the company’s release does not provide analyst-consensus figures. The quarter showed momentum in automotive and IoT, while U.S. export controls and import measures—and a proposed EU Chips Act 2.0—create policy risks and opportunities whose direct financial effects on Qualcomm are not established.
What Qualcomm reported for fiscal Q3 2026
Qualcomm announced results on July 29, 2026, for the quarter ended June 28. It reported $9.9 billion in revenue, GAAP earnings of $1.87 per share, and non-GAAP earnings of $2.21 per share. The two EPS figures use different accounting bases and should not be treated as interchangeable. The available reported figures do not establish a year-over-year or sequential change in total revenue or EPS, nor do they provide enough detail here to assess margins, cash flow, QCT and QTL segment results, or handset revenue trends. A precise estimate-beat claim would require a contemporaneous consensus figure, its provider and timestamp, and a like-for-like comparison with the relevant GAAP or non-GAAP measure. Without that comparison, “beat” is unverified.
What the results say about growth beyond handsets
Automotive and IoT
Qualcomm said combined QCT automotive and IoT revenue grew 28% year over year. Automotive revenue had recorded double-digit year-over-year growth for 23 consecutive quarters, according to the company. Those are evidence of growth in businesses beyond phones, but they do not show how large those businesses are relative to total revenue or whether their margins offset handset volatility.

Automotive design wins can take years to turn into recognized sales. Growth already reported is different from a pipeline, a future production ramp, or a forecast of profit contribution. The release does not quantify how much of the quarter’s result came from new programs, production ramps, or the acquisition described below.
Acquisition and longer-term ambition
Qualcomm said it completed its acquisition of Modular in connection with the Q3 announcement. It also set a management target of $40 billion in total non-handset revenue by fiscal 2029, describing it as nearly twice the target announced in November 2024. That is an ambition, not a guaranteed outcome or an independently verified forecast; the release does not establish how much of the target is already secured through current sales.

Data-center strategy is a future growth program
In June 2026, Qualcomm announced a strategy to expand into data-center CPUs and agentic-AI infrastructure, describing multiple potential inflection points over the next three to five years. This positions the business for possible future diversification; it should not be counted as a demonstrated driver of Q3 earnings unless the company quantifies a contribution. How U.S. semiconductor policy could affect Qualcomm
“U.S. chip actions” covers distinct legal tools, not one blanket restriction on Qualcomm. Export controls, import measures, entity-based restrictions, and manufacturing incentives operate differently. Whether a particular Qualcomm product or transaction is affected can depend on its technical classification, destination, customer, end use, and applicable U.S.-origin or foreign-produced-item rules.

What the EU Chips Act 2.0 proposal means
The existing European Chips Act provides an EU framework for semiconductor research, manufacturing capacity, supply-chain resilience, and crisis response. On June 3, 2026, the European Commission proposed a further framework, commonly called Chips Act 2.0, aimed at reducing strategic dependencies, supporting advanced production, and strengthening disruption monitoring. The proposal contemplates supply-chain information gathering and assessments of shortages, disruptions, trade restrictions, tariffs, and other measures. If adopted, implementation could create new reporting or compliance duties for relevant companies. It could also support semiconductor projects and potentially strengthen demand for automotive, industrial, connectivity, and edge-AI products. Those are plausible channels, not a guaranteed subsidy or sales award for Qualcomm: funding may go to fabs, research infrastructure, pilot lines, or other strategic projects, and the proposal may change during the legislative process.

Qualcomm designs chips but relies on outside manufacturing and supply-chain partners. That fabless model makes foundry access, packaging, testing, customer location, and trade rules part of the business risk—not just the location of company-owned factories. Export licensing or restricted end uses can affect which customers can be served; import measures may alter costs if a relevant product falls within their final scope; and industrial policy may influence where capacity is built.

China is strategically important, but the cited materials do not establish a current revenue percentage or show that all Chinese customers or Qualcomm product categories face the same restrictions. Smartphone processors, automotive platforms, IoT products, licensing arrangements, and prospective data-center offerings can have different exposure. Qualcomm’s filings identify national-security tensions, third-party supply dependence, regulatory changes, competition, and semiconductor cyclicality among material risks. Qualcomm’s SEC earnings exhibit and risk disclosures.
Growth in automotive and IoT improves the diversification story, but the reported 28% combined growth rate alone cannot show that these businesses replace handset revenue or profits. A stronger assessment would require segment scale, margins, customer concentration, production timing, and the company’s forward guidance—figures not established by the cited Q3 summary.
