Qualcomm in China: BFF or DOA? A Conditional Partnership, Not an Alliance

Qualcomm’s China ties remain active—from Xiaomi phones to automotive platforms—but export controls, licensing changes and local substitution make them far from secure.

Short answer: Qualcomm is neither China’s best friend nor dead on arrival. As of August 16, 2026, it remains a valuable supplier and licensing partner for parts of China’s technology industry, but its position is increasingly conditional: customers want alternatives, governments can constrain access, and commercial ties do not guarantee political protection.

“China exposure” is several different businesses

Qualcomm’s China relationship cannot be reduced to whether Chinese phone makers buy Snapdragon chips. Qualcomm reports two principal businesses: QCT, which sells semiconductors and related products, and QTL, which licenses intellectual property. Those businesses can be affected differently: an OEM may change its processor supplier while remaining bound by a cellular patent license, or it may use Qualcomm chips while a licensing dispute affects royalty revenue. Qualcomm also sells into China through non-Chinese customers, so China-linked exposure is not identical to sales to Chinese companies. The company describes these geographic and customer risks in its fiscal 2025 annual-report filing.

QCT: chips and platforms

QCT supplies products including modem-RF systems, application processors, connectivity chips, automotive platforms, and IoT products. Chinese handset makers and global OEMs selling devices in China matter to this business, but Qualcomm does not disclose a complete public customer-by-customer breakdown that would establish every Chinese brand’s current share of its purchases. It is therefore safer to describe a broad exposure to Chinese customers and China-facing devices than to assign a precise China revenue percentage or imply that every major Chinese phone maker relies equally on Snapdragon.

QTL: patent licensing

QTL is economically distinct from chip sales. Qualcomm’s cellular intellectual-property licenses can apply to devices using processors made by other suppliers, subject to the relevant license terms. This gives Qualcomm a potential revenue stream beyond its chip share, but it does not make royalties immune to negotiations, regulatory pressure, payment delays, or expiring agreements.

Automotive and other growth businesses

Qualcomm’s automotive relationships add a longer-cycle dimension to its China exposure. Cockpit computing, connectivity, and other in-vehicle platforms can remain part of a vehicle program after a smartphone chip decision has changed. They are not, however, a guaranteed hedge against handset weakness: automotive programs take time to develop and qualify, and face their own competition and regulatory risks.

Why Xiaomi is the clearest evidence Qualcomm is still wanted

In May 2025, Qualcomm and Xiaomi announced a multiyear collaboration covering premium Snapdragon smartphone platforms and automotive cockpit technology. Qualcomm identified Xiaomi as an early adopter of its next premium Snapdragon 8-series platform in China and globally, and pointed to Snapdragon Cockpit Platform technology in Xiaomi’s SU7. The announcement is evidence of an active commercial relationship, not proof of permanent dependence or exclusivity. Qualcomm’s announcement describes the collaboration.

The deal illustrates why political tension does not automatically end business. For a company competing in premium phones or selling products internationally, performance, time to market, software support, cellular-band compatibility, and a mature platform ecosystem can outweigh the appeal of an all-domestic component choice. Qualcomm can offer integrated platforms and a global supplier relationship; switching may require engineering work, validation, software adaptation, and compromises that differ by product and market.

That advantage is practical, not absolute. Xiaomi has reasons to preserve supplier choice and build its own capabilities. More broadly, a Chinese OEM may use Qualcomm in premium or export-oriented models while using local chips in other products. A design win in one product line does not establish a brand-wide commitment.

Huawei shows how the relationship can break

Huawei is the clearest case of a direct policy cutoff. Qualcomm said the U.S. Department of Commerce revoked its license to sell Huawei certain 4G and other chips effective May 7, 2024, and that it did not expect further product revenue from Huawei. This was a restriction on product sales, not simply a customer choosing another supplier. Qualcomm’s account appears in its fiscal 2025 filing.

The licensing relationship ended separately. Qualcomm’s fiscal 2025 materials say QTL revenue no longer included Huawei royalties beginning in the second quarter of fiscal 2025, after Huawei’s license agreement expired. That disclosure does not establish that every past payment ceased at the same moment or resolve any separate obligations; it identifies the period from which Huawei royalties were no longer included in QTL revenue. Qualcomm’s fiscal 2025 materials describe the change.

Huawei also matters indirectly. Its domestic smartphone resurgence can compete for customers that otherwise might buy devices powered by Qualcomm, while its in-house silicon demonstrates the strategic value Chinese companies place on developing alternatives. That is evidence of competitive pressure, not proof that every local chip has displaced Qualcomm in performance, production scale, or international availability.

Why China wants more control over its silicon

Qualcomm itself warns that Chinese customers may develop integrated circuits or use competitors’ products because of government policy and incentives, concerns about future supply access, or a desire for self-reliance. The same filing discusses risks from export controls, customer substitution, and policies that can affect payments. These are not merely hypothetical motivations: a customer that fears future restrictions has a commercial reason to qualify a second supplier even if Qualcomm remains the better fit today.

  • Product control: Internal design can give an OEM more influence over its roadmap, integration, and product differentiation.
  • Industrial strategy: Local sourcing can support national goals and reduce dependence on foreign technology.
  • Negotiating leverage: A credible alternative can strengthen an OEM’s position on chip prices, support, and licensing terms.
  • Different needs by product: A locally designed chip may suit a domestic or lower-cost device even if Qualcomm remains attractive for premium, globally marketed products.

These incentives do not mean every domestic-chip announcement translates into immediate Qualcomm displacement. Production volume, yield, software maturity, modem and RF performance, certification, and actual shipments matter more than a design reveal. China can reduce Qualcomm’s strategic importance without eliminating the company from the market: it could retain Qualcomm for selected premium or export-oriented programs while shifting more volume and sensitive applications to local suppliers.

Automotive is an opportunity, not an escape hatch

Qualcomm’s automotive platforms may create stickier relationships than a single smartphone generation because vehicle programs have longer development and validation cycles. Xiaomi’s use of Snapdragon cockpit technology in the SU7 and the companies’ continued collaboration show that the relationship already extends beyond phones. A supplier that is embedded in a vehicle platform may be harder to replace mid-program than a component chosen for one handset cycle.

But long cycles cut both ways. Automotive qualification is demanding, OEMs retain bargaining power, and Chinese suppliers are competing for the same market. A design win is not the same as sustained high-volume revenue. Vehicles developed for domestic use may also have different component choices from programs intended for export.

Regulatory risk is already part of this growth story. China’s State Administration for Market Regulation (SAMR) opened an antitrust investigation in October 2025 concerning Qualcomm’s acquisition of Autotalks, which makes automotive connectivity technology. SAMR said Qualcomm announced the acquisition in May 2023, was told in March 2024 to file, said it would abandon the transaction, and nevertheless completed it in June 2025 without filing or communicating with the regulator. The official notices establish an investigation over the filing issue; they do not establish a final penalty, clearance, order to unwind the deal, or political motive. Two governments can make a commercial relationship conditional

U.S. export controls

The Huawei cutoff demonstrates that a U.S. license can determine whether Qualcomm may sell specified products to a particular customer. Future restrictions could affect other products or customers, but the evidence here does not establish that a broader ban is in force. The uncertainty itself matters: Chinese OEMs have an incentive to avoid relying on a supplier if future access could be restricted, while Qualcomm must manage which products can be sold to which customers.

Chinese regulatory and payment risk

SAMR’s Autotalks investigation shows that regulatory scrutiny can touch Qualcomm’s automotive expansion, not only its legacy phone-chip or licensing business. Separately, Qualcomm warns that Chinese policies governing the amount and timing of funds moving out of the country have affected, and may continue to affect, customer and licensee payments. The risk can be delayed cash collection rather than a declared refusal to pay, turning a licensing or sales relationship into a working-capital concern. These risks are described in Qualcomm’s fiscal 2025 filing.

Regulatory friction can therefore matter even without a formal ban: it may delay transactions, complicate approvals, affect payment timing, or change how customers assess dependence on a foreign supplier. It is also important not to treat every dispute as evidence of retaliation; SAMR’s published account concerns an alleged failure to file the Autotalks acquisition.

What the latest company signals do—and do not—show

Qualcomm’s fiscal 2026 third-quarter guidance said QCT handset revenue from Chinese customers was expected to bottom in that quarter and return to sequential growth in the following quarter. That was management guidance, not a guarantee or proof that a durable recovery had begun. It offers a near-term signal, but not a resolution of the longer-term substitution and policy risks. The company’s guidance sets out the expectation.

Customer concentration also deserves careful interpretation. Qualcomm’s fiscal 2025 annual report says Apple, Samsung, and Xiaomi each represented at least 10% of consolidated revenue. This demonstrates reliance on several large customers, but it does not mean all three are Chinese customers or that all of their Qualcomm-related revenue is China exposure. The report does not turn China into a simple standalone percentage of sales. Qualcomm’s annual report provides the customer-concentration disclosure.

In June 2026, Qualcomm raised its fiscal 2029 non-handset revenue target to $40 billion, including a target above $15 billion in data-center AI infrastructure revenue and an automotive revenue target of $10 billion. These are management targets, not realized sales, and do not by themselves show that handset exposure or China risk has been reduced. Data-center accelerators, automotive computing, and edge AI may diversify the business, but they can also introduce new competition and export-control questions. Qualcomm’s strategy announcement states the targets.

How the China relationship could develop

Verdict: a transactional strategic partnership

Qualcomm is still useful to Chinese companies, and Xiaomi’s multiyear phone and automotive collaboration is concrete evidence that commercial cooperation continues. Huawei shows that U.S. policy can sever product access and that licensing exposure can change separately. Meanwhile, Chinese customers have strong reasons to build alternatives, and regulatory scrutiny can reach newer businesses such as automotive connectivity.

The best description is a transactional strategic partnership: too useful to disappear quickly, too politically exposed to call an alliance, and too vulnerable to domestic substitution to treat as permanent. For investors and business partners, the key distinction is not “China or no China,” but which Qualcomm business, customer, product tier, and market remains viable under changing commercial and regulatory conditions.
