Punjab’s Parwaaz Card offers an interest-free loan and placement support to eligible Punjab residents who have an overseas job offer. It is not a grant: the loan must be repaid, and the Bank of Punjab handles appraisal, approval, disbursement and repayment. Published loan ceilings have changed—from PKR 300,000 in January 2026 launch coverage to up to PKR 1,000,000 in a June 2026 PSDF announcement—so applicants should confirm the current limit and terms before applying.
Who may qualify for a Parwaaz Card loan?
The Government of Punjab overview lists these eligibility conditions:
- At least 18 years old, with a valid CNIC and residence in Punjab.
- An international employer’s job-offer letter.
- A monthly offered salary below SAR 5,000.
- Applicants may be male or female.
The PSDF program page also lists age, Punjab residency, CNIC and a job offer as requirements; it names a medical certificate and skill-verification certificate among the documents applicants should provide. Because the salary limit appears on the Punjab overview but not the PSDF page, check the live Parwaaz portal for the criteria currently in force.
What costs can the loan cover?
PSDF lists eligible pre-departure expenses as medical costs, visa processing and protectorate fees, air tickets, skill-verification tests, and fees charged by an Overseas Employment Promoter (OEP). The program is intended to address costs connected with an overseas placement, not to provide unrestricted cash for general expenses.

How do the application and loan process work?
- Secure a job offer. The loan pathway is for people who have an overseas job offer. You may apply directly or through a registered OEP.
- Submit the application and documents. PSDF’s listed documents include the job-offer letter, medical certificate and skill-verification certificate.
- Wait for PSDF review. PSDF handles applicant onboarding and facilitation, including coordination with OEPs.
- Complete Bank of Punjab processing. After acceptance, proceed through the designated Bank of Punjab branch. The bank conducts KYC verification and manages loan appraisal, approval and disbursement.
- Use the approved funds as directed. PSDF says 20% is accessed after approval; the remaining 80% is used for specified payments, with receipts uploaded.
- Complete pre-departure training. Training is part of the published process.
The portal also distinguishes between “Job Holder” and “Job Seeker.” Job seekers can explore overseas vacancies through registered OEPs, but registering as a job seeker alone does not meet the loan route’s job-offer requirement.
How much can applicants borrow?
Public announcements give different figures, reflecting separate announcements rather than a guaranteed amount for each applicant.

The later PSDF announcement describes a higher ceiling, but that does not mean every applicant qualifies for the maximum. Confirm the live amount, individual approval criteria and repayment terms with the official portal and Bank of Punjab.
Is the Parwaaz Card loan really interest-free?
Official program descriptions call it interest-free, while also making clear that it is a loan to be repaid. The Bank of Punjab handles repayment. The published material reviewed does not specify a complete repayment calendar, guarantor requirement or full fee schedule, so ask the bank to explain the terms that would apply to your approved loan before accepting it.
