Developed by the Punjab Information Technology Board (PITB) with the Punjab Irrigation Department, it digitizes billing and collection; the available sources do not establish that digital payment was a “historic first” in a wider or global sense.
What is e-Abiana?
Abiana is the charge for irrigation water. PITB describes e-Abiana as a system for collecting these charges and related fines: it electronically generates bills and supports payment through digital channels. The Punjab Portal lists eAbiana in its Irrigation sector and links to a Google Play app listing. PITB’s e-Abiana description dates the initiative’s launch to February 2021.
The service digitizes billing and collection; it does not, by itself, show whether water use changed or what effect the system had on individual farmers’ finances.
How does the billing and payment process work?
A report by the Sindh Irrigation & Drainage Authority (SIDA), written after a study visit to Punjab, describes a workflow based on digitized landholding and irrigator records. Each account was associated with an individual 17-digit consumer or identification number. Bills were generated by account, and records could be reviewed and corrected with supporting proof.

Ways to pay
SIDA’s report describes payments through commercial banks, ATMs, mobile banking and telecom companies. It also describes field staff collecting payments on site with tablets and printers. These are channels documented in that report, not a guarantee that every route or interface remains available today. PITB says e-Abiana payments are linked to e-Pay Punjab.
The system was also described as tracking paid and unpaid bills and providing individual account statements. The available sources do not establish a current public bill-lookup URL, exact app screens, fees, deadlines or instructions for handling a failed or disputed payment. Check the current bill or official Punjab service channels for those details rather than relying on historical workflow descriptions.

When did e-Abiana begin?
The dates refer to different milestones. PITB says the initiative launched in February 2021. The then-chief minister, Sardar Usman Buzdar, inaugurated the system on April 22, 2021; PITB described it as replacing a century-old billing system. An Associated Press of Pakistan (APP) report in April 2025, however, referred to a December 2020 system launch. The sources do not reconcile that date with PITB’s February 2021 initiative-launch date, so they should not be treated as interchangeable.
How are e-Abiana charges calculated?
According to APP’s April 2025 report of information from a PITB meeting, crop-based billing rates were introduced in 2024, replacing the previous flat per-acre charges. The cited reports do not give the current rates, explain how each crop is assessed or state payment deadlines. Farmers should confirm the amount and calculation shown on their own bill.

What do the reported collection figures show?
The figures below were reported by APP from PITB meeting information or a PITB press release. They indicate reported billing and collection activity, not an independent audit or a measurement of effects on water use, fairness or farmer welfare.

In the April 2025 APP report, PITB chairman Faisal Yousaf said: “The Irrigation Revenue Collection System is designed to digitize and streamline farmers’ records and billing, ensuring timely and transparent payments. It empowers farmers with accurate, accessible billing and supports better governance through data transparency.” This is an official description of the system’s aims, not an independent evaluation of its impact.

Does the evidence support “historic first”?
The sources document a provincial digital irrigation-billing and payment system, its 2021 launch and inauguration, and later reported collection milestones. They do not establish what, exactly, was a first, where it was first, or whether the claim applies to digital payment, billing or another part of the process. Nor do the cited figures independently establish changes in water conservation, theft, equity or farmer welfare.
