As of 2026, Puerto Rico’s Department of Housing Solar Incentive Program is closed to new applicants, and the federal Residential Clean Energy Credit is unavailable for solar property placed in service after December 31, 2025. Homeowners can still evaluate net metering and Puerto Rico’s conditional sales-and-use tax exemption for qualifying solar equipment, but neither guarantees a particular export payment or household tax benefit.
Puerto Rico Solar Incentive Program: the grant is closed to new applicants
The Puerto Rico Department of Housing designed its CDBG-MIT Solar Incentive Program to help eligible households acquire a photovoltaic (PV) system with battery storage, or add a battery to a home that already had PV. The program portal currently marks applications closed to new applicants, so its published award terms describe the program design—not an available grant for a new purchase in 2026. Check the official Solar Incentive Program portal for its current status and guidance.
Under Guidelines V6.0, approved April 10, 2026, the program described an award covering 30% of eligible installation costs, up to $15,000. Its portal describes eligibility for full-time owner-occupants of single-family homes, with household income framed as 0% to 200% of Area Median Family Income. The program listed an allocation of $58,500,000. These figures do not mean funding remains available or that a new application can be submitted.
If you previously applied, follow the program administrator’s case-specific instructions rather than relying on general eligibility descriptions. Do not count this grant toward a new system’s budget unless the administrator confirms your application and award.

Net metering: how exported electricity may be credited
For a system that qualifies to interconnect and export electricity, net metering can credit energy sent to the grid. Puerto Rico’s Office of the Independent Consumer Protection (OIPC) explains that the customer receives a credit for each exported kilowatt-hour at the approved rate. Its page describes an annual reconciliation for the billing period closing in June: LUMA purchases 75% of unused accumulated credits at the established rate, while 25% is allocated as electricity bill credits or discounts for public schools. The export rate and procedures are not a guaranteed fixed return. LUMA directs customers to the applicable net-metering framework and notes that rates are set by the Puerto Rico Energy Bureau. Review LUMA’s renewable-energy information and confirm current approved tariffs, interconnection steps, equipment requirements, and settlement rules with LUMA and the Energy Bureau before estimating bill savings.

What a system must meet
OIPC says a net-metered system must be able to interconnect and export energy, be designed and installed by qualified personnel, and use components certified by the state and LUMA. A PV system that cannot export, or that does not satisfy applicable technical and legal conditions, should not be assumed to qualify for net-metering credits.
Puerto Rico taxes: distinguish a repealed credit from equipment IVU treatment
The former individual solar credit was repealed
Puerto Rico Treasury says the individual solar-equipment credit under Section 1040J of the 1994 Internal Revenue Code was repealed for tax years 2011 and later. Treasury’s notice states: “However, said credit was repealed for tax year 2011 and subsequent years by Act 83-2010, as amended, known as the Puerto Rico Green Energy Incentives Act (“Act 83-2010”).” Read Treasury’s notice on the former credit.

Treasury points to renewable-energy provisions in Chapter 7, Subtitle B, of Act 60-2019, Puerto Rico’s Incentives Code. The cited material does not establish a general Act 60 tax credit for a household buying solar equipment. Business incentives or tax decrees are separate matters and should not be included in a homeowner’s savings calculation without verifying the specific business eligibility and decree terms.
Qualifying solar equipment may receive IVU-exempt treatment, subject to conditions
Treasury Circular Letter 23-13 describes an IVU exemption for solar electric equipment used to produce or store electricity, including necessary accessories and parts, as well as leases of such equipment. It also describes an administrative determination process for importers, distributors, and manufacturers. That guidance is not a blanket assurance that every solar-related product or consumer transaction is exempt. Ask the seller how the specific equipment and sale are treated, and confirm uncertain tax questions with Treasury or a tax adviser. Read Treasury Circular Letter 23-13.

Federal residential clean-energy credit: unavailable for post-2025 installations
The IRS says the Residential Clean Energy Credit covered 30% of qualifying costs for new, qualified clean-energy property installed from 2022 through December 31, 2025. It is not available for property placed in service after December 31, 2025. The credit was nonrefundable, and eligible taxpayers used Form 5695 to claim it. A system planned for 2026 should not be budgeted as if this federal residential credit were still available. See the IRS Residential Clean Energy Credit guidance.
For qualifying earlier installations or prior-year returns, IRS guidance says utility payments compensating a taxpayer for excess electricity delivered to the grid, including net-metering credits, do not affect qualified expenses. Public-utility subsidies used to purchase or install qualifying property can affect the credit calculation. These details do not extend eligibility to property placed in service after the credit’s end date. Consult the IRS FAQ for those calculation details.
How to compare solar, storage and a battery addition
PV-only, PV-plus-battery, and battery additions to existing PV solve different household needs. A compatible solar battery is part of a professionally designed, grid-connected storage system; a generic plug-in battery is not necessarily interchangeable with that equipment. Compare proposals using the same loads, assumptions, and utility rules.
- Backup needs: Identify the essential loads you want powered during an outage and the length of backup you need. Ask the installer to explain the proposed design against those needs; do not infer outage performance from battery capacity alone.
- Usable storage and compatibility: Check usable capacity, inverter compatibility, and whether your existing PV equipment supports adding storage.
- Interconnection and exports: Ask whether the design can export and qualifies under current utility and regulator rules. Confirm the approved export credit and annual settlement treatment before assigning a dollar value to exported power.
- Itemized costs and tax treatment: Request separate equipment and installation costs. Verify whether the particular equipment and transaction qualify for IVU-exempt treatment, and include only incentives for which your household has confirmed eligibility.
- Installer and documentation: Confirm qualifications, component certification, warranty coverage, service availability, and the documentation needed for utility interconnection and any applicable tax treatment.
Government guidance establishes program categories and broad interconnection conditions, but does not establish a current installed price, guaranteed savings or payback period, or a preferred brand or model. Compare written, itemized proposals rather than relying on a generic savings estimate.
