The available coverage establishes his work in adviser training and his focus on practical sales methods, but does not verify the original interview or provide evidence that those methods alone would narrow the gap. For consumers, the issue is whether protection advice leads to a suitable conversation about financial risks—not simply a sale.
What the UK protection gap means
Legal & General defines the protection gap as the proportion of the UK population without pure protection: life insurance, critical illness cover or income protection. Its 8 May 2026 article calls the gap large and growing but does not provide a quantified estimate in the material available here. The figure therefore depends on the source’s definition and should not be treated as a single verified national count.

These products address different risks. Life insurance can pay out on death, critical illness cover can pay a lump sum following a covered diagnosis, and income protection can replace some income when illness or injury prevents someone from working, subject to policy terms. Whether any cover is appropriate depends on a person’s circumstances, existing provision and ability to afford premiums.
What is known about Terry Blackburn’s claim
The headline attributes the view that the protection gap will not close without better sales skills to Terry Blackburn. The precise original publication and context of that claim have not been independently established, and no verbatim Blackburn quote supporting it is available. It is therefore best read as his attributed position, not as a verified conclusion that sales training will cause the national gap to shrink.
#1 Best Overall
Blackburn’s professional site describes him as a sales trainer for mortgage and protection advisers. The Intermediary reported on 10 March 2026 that he launched The Life Insurance Playbook, a practical guide for mortgage brokers, protection advisers, wealth advisers and estate planners. The report says it covers systems, scripts and sales strategies intended to improve client engagement and protection sales. That establishes the book’s subject and intended audience, not evidence of measured results or market-wide impact.
Why adviser conversations matter—and where their limits are
Legal & General says, “Selling protection isn’t a one-off transactional conversation.” In its 8 May 2026 article, the insurer frames protection advice as an ongoing client conversation and says top advisers seek client buy-in. That is guidance about the sales process, not proof that a particular script, training method or adviser behaviour closes the UK protection gap.

Clear communication can help a client understand which risks a policy covers, what it excludes, how much it costs and whether the cover fits their needs. But a good conversation cannot by itself resolve every reason someone lacks cover, and a higher sales rate is not automatically a better outcome. Suitability, affordability and informed choice matter: the aim should be an appropriate decision, including a decision not to buy when cover is unsuitable or unaffordable.

If you are discussing protection with an adviser, focus on the recommendation and its trade-offs rather than on sales technique. Useful questions include:
Rank #3
- Which financial risk is this policy intended to address, and how would a claim be paid?
- What exclusions, waiting periods, limits or conditions could affect a claim?
- How much will the premiums cost, and could they change over time?
- How does the recommendation account for workplace benefits, savings, dependants and any cover you already have?
- What happens if you decide not to buy, or if the recommended cover is unaffordable?
Advice and policy terms vary. Read the policy documents and ask the adviser to explain anything that is unclear before making a decision.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the available evidence can—and cannot—show
The available sources support a limited conclusion: Blackburn works in adviser sales training, and his 2026 book addresses practical systems and scripts for protection sales. Legal & General advocates ongoing client conversations. They do not establish the size of the protection gap with a sourced statistic, demonstrate that Blackburn’s methods increase suitable cover, or prove that sales skills are sufficient to close the gap.
