“Proposal PKM-RSH Pemberdayaan SDM Desa” is a 2022 student proposal for a social-humanities research project in Desa Simarpinggan, South Tapanuli, North Sumatra. It proposes studying village human-resource development and its relationship to productivity, creativity and community participation; it does not report completed research or results. The Scribd-hosted copy identifies the project, proposed methods, schedule and budget.

What the proposal covers

The cover describes the work as a student proposal for Program Kreativitas Mahasiswa (PKM), in the PKM Riset Sosial Humaniora (PKM-RSH) field. Its project title is “Pemberdayaan Sumber Daya Manusia Dalam Rangka Meningkatkan Produktivitas dan Kreativitas Masyarakat Desa.” The page credits Ahmad Sudito Sihotang, Five Febrinti Habeahan, Sartika Harahap and Vera Melina Pardede, and names Institut Pendidikan Tapanuli Selatan in Padangsidimpuan. These are details displayed in the hosted document.

The proposed study site is Desa Simarpinggan, Kecamatan Angkola Selatan, Kabupaten Tapanuli Selatan, Sumatera Utara. The proposal frames village human-resource development in terms of productivity, creativity and residents’ role in that development. Its questions are:

  • “Bagaimana tata cara peningkatan sumber daya manusia (SDM) dalam lingkungan masyarakat desa?”
  • “Apakah pengaruh produktivitas dan kreativitas dalam peningkatan sumber daya manusia (SDM) dalam lingkup masyarakat desa?”
  • “Bagaimana peran masyarakat desa dalam lingkup peningkatan produktivitas dan kreativitas sumber daya manusia?”

These are questions the authors intend to investigate, not conclusions about the effects of any intervention.

How the proposed study would work

The document describes a descriptive qualitative design using participant observation and prepared questions, followed by qualitative analysis. It also says the study would use probability sampling and stratified sampling, but does not provide a population frame or sample size. It names the village head and several resident groups as informants. Without those operational details, the sampling plan is not sufficiently specified to determine how participants would be selected or whether the stated approach is internally consistent.

The proposal gives no comparison of alternative programs, sites or research designs, and it does not specify outcome measures for productivity or creativity. Its methods therefore describe an intended inquiry rather than evidence that a particular approach works.

Proposed schedule and outputs

The proposal plans a four-month study after acceptance. Its schedule includes general and proposal preparation, two months of project activity, evaluation and report preparation. The document does not establish a verified start date, completion date or that the planned activities took place.

Planned outputs are a progress report, a final report and a scientific article. The hosted copy does not document implementation, collected data, evaluation findings or completed outputs.

What the budget says—and what it does not

The 2022 proposal lists a planned total budget of Rp 8,750,000, comprising Rp 7,000,000 attributed to Belmawa and Rp 1,750,000 attributed to the university. These are amounts in this proposal’s budget, not current prices, approved funding or general PKM-RSH funding rules.

Budgeted items include five reams of A4 paper, printer ink, stationery, books, internet packages, printing, transport and reporting expenses. The paper is an ordinary supply in this document’s plan, not a formal requirement. If you are preparing or printing a proposal, A4 printer paper may be useful for draft copies, but this document does not establish a required materials list.

How to interpret the document

Use the hosted copy as an example of one proposed PKM-RSH project: it shows a topic, research questions, a qualitative-method outline, a schedule and a budget. Do not treat it as a completed study, evidence that training occurred, proof of increased productivity or creativity, or current official application guidance.
