As of January 1, 2026, meat labeled “Product of USA” or “Made in the USA” under the U.S. Department of Agriculture’s voluntary standard must come from animals born, raised, slaughtered, and processed in the United States. That closes the former route by which imported meat could qualify after limited U.S. processing. The claims are optional, but companies using them must meet the new criteria.
What does “Product of USA” mean on beef?
For a single-ingredient product such as beef, the animal must have been born, raised, slaughtered, and processed in the United States for the product to carry a covered “Product of USA” or “Made in the USA” claim. The rule covers voluntary U.S.-origin claims on meat, poultry, and egg products regulated by the Food Safety and Inspection Service (FSIS), including products under voluntary inspection.
For a multi-ingredient FSIS-regulated product, every covered animal-derived product must meet that same U.S.-origin test. Other ingredients must be domestic, except spices and flavorings, and the product’s preparation and processing must take place in the United States.
Can imported meat be labeled “Product of USA”?
No. Under the FSIS rule, imported meat cannot carry “Product of USA” or “Made in the USA” merely because it was processed or packaged in the United States. The standard replaced the prior approach that could allow a general U.S.-origin claim after minimal domestic processing.

A company may instead make a truthful, specific claim about U.S. work performed on a product that does not qualify for the broader claims. FSIS gives “Sliced and Packaged in the United States” as an example. A broad phrase such as “Processed in the United States” does not identify the particular steps supporting the claim.
Imported meat, poultry, and egg products must continue to identify their country of origin on the immediate container, preceded by “Product of.” Separate mandatory Country of Origin Labeling (COOL) requirements also continue to apply where relevant; the voluntary FSIS rule does not replace or change them.

How does the U.S.-origin claim differ from country-of-origin labeling?
These are separate labeling systems. “Product of USA” and “Made in the USA” are voluntary claims governed by the FSIS standard: a company can choose not to use them, but must meet the standard if it does. Country-of-origin identification and applicable COOL rules are separate requirements that continue where they apply.

When did the rule take effect?
USDA published the final rule on March 18, 2024. It became effective May 17, 2024, and its compliance date was January 1, 2026. USDA announced on March 24, 2026, that the voluntary labeling standard had gone into effect. The announcement confirms the implementation status; it does not establish an economic impact on ranchers.

The rule does not require every company to make a U.S.-origin claim or every package to carry one. It sets the criteria for companies that choose to use the covered claims.
Why USDA says the rule could help U.S. ranchers
The administration’s stated rationale is that a clearer, stricter claim can distinguish producers who invest in a fully U.S. supply chain and support fairer competition. USDA Secretary Brooke L. Rollins said the standard “ensures producers who invest in a fully American supply chain can compete fairly.” That describes the policy’s intended benefit, not a measured result.

The final rule reported that approximately 12 percent of meat, poultry, and egg product labels in a U.S. retail-market review included a U.S.-origin claim. That figure came from FSIS label research as of July 2022, published in the 2024 final rule; it is not a current estimate of how often the claims appear, a measure of consumer demand, or evidence of rancher income gains.
The available official information does not establish that implementation has increased rancher revenue, cattle prices, market share, or consumer purchases. The rule makes a claim more demanding and specific; whether that changes those economic outcomes is a separate question.

What companies must document
Establishments choosing to make covered claims must keep documentation sufficient to show compliance and provide FSIS access to it. The final rule does not prescribe one exclusive record format. Examples include written descriptions of origin and traceability controls or a signed, dated explanation supporting the claim.
For consumers, the practical takeaway is to treat “Product of USA” as a meaningful voluntary claim under the new standard, not as a label every U.S.-sold package must display. A more limited U.S. processing claim describes domestic work, while separate country-of-origin rules still apply when required.
