Primark extends TCS IT outsourcing deal by five years, through at least 2029

Primark’s 2024 five-year TCS extension covers 17 countries and names automation, DevOps and application lifecycle work as priorities, but leaves key commercial and operational details undisclosed.

Primark agreed in 2024 to extend its IT outsourcing relationship with Tata Consultancy Services (TCS) by five years. The arrangement covers operations in 17 countries across Europe and the United States; because TCS began working with Primark in 2016, the extension was reported to take the relationship to at least 2029. The announcement, reported by Computer Weekly on August 29, 2024, highlighted automation, DevOps and visibility into technology and business systems. It did not disclose the contract’s value or detailed service scope.

What Primark and TCS announced

Primark extended its existing IT outsourcing relationship with TCS for five years. TCS’s work with the retailer began in 2016, so the additional term was expected to keep the relationship in place until at least 2029. The reported geographic scope is 17 countries in Europe and the United States.

The announcement was reported on August 29, 2024. The public information available in that report establishes the 2024 extension, but does not confirm whether the agreement has since been amended, expanded or ended. “At least 2029” is the reported expected horizon, not a verified account of the contract’s current status.

Computer Weekly reported that Primark had more than 80,000 employees and 440 stores worldwide at the time. Those are 2024 figures, not verified current totals, and they do not establish that every store, employee or IT system is covered by the TCS agreement.

What technology work is in scope

The reported priorities go beyond a description of routine support, but the announcement does not provide a full inventory of services or systems. It names intelligent automation, DevOps, a real-time view of technology and business systems and supporting processes, and work across application development, testing and maintenance.

Intelligent automation

This generally means using software automation, analytics and workflow tools to reduce manual work or support operational decisions. The report does not identify a product, describe a specific deployment or say that Primark is adopting generative AI. It also gives no quantified savings target.

DevOps

DevOps connects software development and IT operations, often through shared practices and automated testing and deployment. Its purpose can include shorter release cycles and more reliable changes, but naming DevOps as a capability does not establish which practices TCS will implement or what results Primark will achieve.

Application development, testing and maintenance

These lifecycle activities can include building and changing applications, checking them for defects, and handling fixes, upgrades and ongoing support. The report does not name the applications or platforms involved. It does not establish that the contract covers Primark’s point-of-sale systems, ecommerce, supply chain, cybersecurity or cloud migration.

Real-time visibility

A real-time view of systems and processes could help teams see operational conditions as they change. The announcement does not specify the monitoring platform, data architecture, update frequency or how visibility will translate into incident response or business decisions.

Why Primark said it renewed

Primark linked the extension to its expansion and the need to scale its technology operations. CIO Andrew Brothers described the aim as building a robust, resilient and reliable IT operating environment for a more efficient, technology-led global organisation. The stated objectives also included accountability, agility and responding more quickly to changing markets and customer preferences.

That is the company’s rationale, not an independently measured result. The renewal alone does not show that TCS was the lowest-cost bidder, outperformed alternatives or delivered particular savings. Nor does an extension establish how much of the agreement will preserve existing services versus fund new capabilities.

Why a retailer might keep an incumbent supplier

Retailers can face substantial transition work when changing IT providers. An incumbent may already understand applications, processes, operating routines and the demands of the retail calendar. Continuity can be useful while a business expands across markets and maintains application support, testing and releases. These are general sourcing considerations, not disclosed reasons beyond Primark’s stated growth and operating objectives.

The trade-off is that a long relationship can weaken competitive pressure or make an eventual exit harder. For a CIO assessing a similar renewal, useful questions include:

  • Which applications, infrastructure and service towers are actually included, and which remain outside the contract?
  • Are automation commitments measured through outcomes such as reduced manual effort, fewer defects or shorter release times?
  • How will DevOps maturity, testing coverage, service reliability and recovery performance be assessed?
  • Does the retailer retain architectural control, documentation and enough operational knowledge to manage the supplier effectively?
  • Are benchmarking, audit rights, exit assistance, data portability and knowledge-transfer provisions defined?
  • How does the agreement handle new countries, subcontractors, third-party licences, cloud consumption and peak trading periods?

What the public announcement leaves unanswered

The Computer Weekly report does not disclose the contract value, annual spending, TCS staffing, service-level targets, renewal or termination conditions, implementation milestones or measured results. It also does not set out a detailed list of applications, platforms, infrastructure or delivery locations, or say whether the agreement is exclusive across Primark’s IT estate. The precise start and end dates within the five-year period are not stated.

That means the announcement cannot support a judgment about value for money or prove that the stated technology goals have been delivered. A real-time dashboard, an automation programme or a DevOps label would need to be assessed against operational measures—for example, incident rates, recovery times, release quality and manual work reduced—rather than treated as an outcome in itself.

Where the deal fits in TCS’s retail business

Computer Weekly identified Sainsbury’s, Kingfisher, Marks & Spencer and The Co-operative Group as TCS retail customers in the UK. It also reported comments from TCS retail head Shekar Krishnan about modernising technology across the fashion value chain, from concept and design through production and retail. This provides sector context, but it does not show that Primark uses the same systems, delivery arrangements or commercial terms as those customers.

What success would look like

For Primark, the practical test is whether the arrangement supports expansion without sacrificing reliability or control. Evidence of progress would be measurable service and delivery results, such as safer application releases, improved testing, fewer or shorter incidents, stronger peak-season resilience and a demonstrated reduction in manual operational work. Transparent costs and retained customer knowledge would also help Primark assess whether continuity is still serving its interests.
