It is not a blanket discount for every mini app or a guaranteed 85% payout to each mini-app creator: the host must qualify, use Apple’s required tools, and receive approval.
What Apple changed
Announced on November 13, 2025, the Mini Apps Partner Program lets approved participating apps retain 85% of qualifying mini-app purchases, leaving Apple with 15%. That halves a 30% commission comparison, but 30% is not every developer’s current rate; some already qualify for reduced rates through other Apple programs.
Apple did not introduce mini apps with this announcement. Its App Store has permitted certain hosted mini apps and games since 2017 under App Review Guideline 4.7. The new development is a reduced rate tied to program eligibility, technical integration, and review.
What Apple means by a mini app
Apple describes a mini app as software, a script, or game content added after a host app is installed and executed within that native app. HTML5 and JavaScript are common technologies; other languages may be used if Apple approves them. Examples include games inside messaging apps, third-party tools inside an AI assistant, or interactive creator experiences inside a platform.

A web view, App Clip, or ordinary user-generated post does not automatically qualify. The hosted experience must meet Apple’s definition and the program’s additional requirements.
Who can apply—and which mini apps count
The applicant is the operator of the native host app, not simply the creator of a mini app. Apple’s program requirements say the host must be available on both iOS and iPadOS through the App Store, comply with the Apple Developer Program License Agreement and App Review Guidelines, and receive program approval. The Apple Developer Program Account Holder must submit the request and provide information about the host, its eligibility, and its mini apps.
Eligibility also depends on the mini apps being genuinely third-party. A qualifying mini app must come from a person or entity that is not directly or indirectly controlled by the host operator and is not under common control with it. A company should not assume its own controlled mini apps qualify simply because they run in its host app.
Applicants must also provide an Apple-approved manifest listing their hosted mini apps and relevant metadata, including information identifying mini-app purchases. The host must maintain accurate listings and universal links as its catalog changes.
Which purchases receive the 15% rate
The reduced rate applies to qualifying digital goods and services sold within a qualifying mini app and facilitated through Apple’s Advanced Commerce API and In-App Purchase system. Apple lists consumables, non-consumables, auto-renewable subscriptions, and non-renewing subscriptions as eligible purchase types.
- Potentially qualifying: virtual currency, lives, or items consumed within one mini app, and subscriptions used within that mini app.
- Not automatically qualifying: purchases that do not meet the program’s mini-app or purchase requirements. The host must identify mini-app purchases in its metadata, including non-qualifying ones.
- Cross-app entitlements: Apple says qualifying consumables cannot be shared or consumed across multiple mini apps. A host-wide wallet or subscription usable in several mini apps may therefore fall outside the reduced-rate treatment.
- Physical goods and services: Apple’s qualifying definition focuses on digital goods and services; the public program description does not establish that physical purchases receive the 15% rate.
What the money flow does—and does not—tell creators
For a $100 qualifying transaction, Apple’s stated 15% commission would be $15 and the participating app’s 85% proceeds would be $85, before taxes, refunds, payment adjustments, and any private revenue-sharing arrangement. The simplified comparison is $30 versus $15 only for a transaction otherwise subject to a 30% commission.
Apple’s public description identifies the participating host app as receiving the 85% share. It does not set a universal split between the host and the mini-app creator. The creator’s final earnings depend on its contract with the host, so “mini-app makers get 85%” is not a safe assumption.
The technical and operational cost of the lower rate
Participation requires more than changing an App Store setting. Apple requires the host to implement the Advanced Commerce API for qualifying mini-app merchandising and purchases, the Declared Age Range API, Apple In-App Purchase, and the Send Consumption Information endpoint for refund requests. It also requires the manifest and purchase metadata. Apple says App Store Connect alone is not enough to manage hosted mini-app IAPs for participants seeking the program’s economic benefits.

The host remains responsible for hosted software under App Review Guideline 4.7. That includes privacy compliance, filtering objectionable content, reporting and responding to abuse, blocking abusive users where applicable, age-rating controls, and preventing mini apps from using native platform APIs without permission. Data or privacy permissions cannot be shared with an individual mini app without explicit consent. A large catalog can therefore bring meaningful moderation, engineering, and review workload.

How to assess whether the program is worthwhile
The rate is most useful when a host has substantial qualifying transaction volume and its existing effective commission is above 15%. A platform already receiving a 15% rate may see little or no commission saving. Apple says the Mini Apps Partner Program can coexist with other programs such as the App Store Small Business Program, but that does not mean discounts stack on every transaction.
Before applying, a host should evaluate:
- Its current effective commission and the volume of purchases that would actually qualify.
- Whether the mini apps are independently operated rather than controlled by the host or a commonly controlled entity.
- Whether purchases, currencies, and entitlements can be isolated to each mini app.
- The cost of API integration, catalog and metadata maintenance, moderation, age-rating enforcement, refund handling, and App Review support.
- How its contracts divide proceeds between the host and creators—and whether the savings will fund lower prices, creator terms, discovery, or platform margin.
Apple’s stated rationale is to improve the customer experience and help mini-app hosts grow. A broader strategic reading is that a lower fee gives Apple an incentive to keep commerce within its IAP system as messaging platforms, AI assistants, and super apps become distribution layers. The program’s payment, age, refund, and review requirements also preserve Apple’s visibility and control over those transactions; that is an inference from the program’s structure, not an explanation Apple has stated as its motive.
Practical application checklist
- Confirm the host app is distributed on both iOS and iPadOS through the App Store and that its account is in good standing.
- Map every mini app’s operator and ownership, excluding controlled or commonly controlled experiences from assumptions about eligibility.
- Build the approved mini-app manifest, universal links, and complete purchase metadata, including non-qualifying purchases.
- Review the product architecture for per-mini-app purchase isolation; identify shared currencies or cross-app entitlements that could make purchases ineligible.
- Plan implementation of the Advanced Commerce API, Declared Age Range API, Apple IAP, and refund-consumption endpoint.
- Ensure moderation, reporting, privacy consent, age restrictions, and App Review processes cover the full hosted catalog.
- Have the Apple Developer Program Account Holder request participation and follow Apple’s submission and approval process, described in its App Store review submission overview.
Payment rules for external purchase links and alternative distribution vary by storefront, including a specific exception for the United States storefront. Those rules are separate from the Mini Apps Partner Program and should not be treated as a substitute or as a universal alternative to it.
