Ian Bell ceased to be a director of the Police Digital Service (PDS) on 11 July 2024. Companies House recorded the change on 16 July, shortly after the public disclosure that two PDS employees had been arrested on suspicion of bribery, fraud and misconduct in public office.
The corporate filing gives no reason for Bell’s resignation. The available record does not show that Bell was arrested, accused, suspended, dismissed or personally connected to the alleged offences. The safest conclusion is that he resigned as a company director after the arrests became public; the evidence does not establish why.

- The Capturra Action Drive 1TB automatically collects targeted file types from virtually any device, serving as both an evidence storage drive and a targeted file collection tool for focused investigations. The XXX Detection Stick then scans the collected evidence for illicit content, categorizing results into Low Suspect, Suspect, and Highly Suspect for review.
- The Digital Investigation Kit includes everything needed to begin an investigation immediately — a Data Cable Kit with iPhone, USB-C, and Micro USB cables, a universal SIM Card Adapter compatible with all SIM card sizes, and a Softshell Compartmentalized Protection Case to organize and transport all eight tools securely.
That sequence establishes proximity in time, not causation. Neither Companies House nor PDS publicly gave a reason for Bell’s departure. A director’s resignation filing records the end of a directorship; it does not explain board discussions, employment arrangements, severance or alleged misconduct.

What were the employees arrested for?
The two employees were arrested on suspicion of:
- bribery;
- fraud; and
- misconduct in public office.
The reported investigation was known as Operation Albaston. The allegations were reportedly passed to City of London Police after reports were received by the NPCC and APCC. The available coverage did not publicly identify the employees or provide a complete case file.
These distinctions matter. Being arrested on suspicion of an offence is not the same as being charged, prosecuted or convicted. The reviewed material does not establish the eventual criminal-justice outcome.
Was Bell’s resignation caused by the arrests?
The chronology explains why the two events have been linked in reporting:
- The arrests became public on 3 July 2024.
- Bell’s directorship ended on 11 July.
- The change was recorded at Companies House on 16 July.
- The resignation was reported publicly on 17 July.
However, the record does not prove that the arrests caused Bell’s resignation. It also does not show that Bell was implicated in the alleged conduct. The available evidence supports wording such as “Bell resigned as a director after the arrests became public”, but not “Bell resigned because he was involved in the alleged offences.”
It is also important to distinguish a director resignation from an employment termination. The Companies House filing proves the end of Bell’s directorship. Later reporting described him as having departed PDS, but the public record reviewed here does not provide a detailed account of his employment status immediately after the directorship ended.
What did PDS say?
PDS said the suspects would be subject to an employee misconduct review conducted by an independent HR consultancy. It also said the organisation itself would undergo a thorough review.
PDS said its work remained unaffected and declined to comment further while criminal and HR investigations were continuing. “Work remains unaffected” was the organisation’s position, not independent proof that no projects, suppliers, services or governance processes were disrupted.

What did the Home Office say?
The Home Office said it was aware of serious allegations concerning two individuals at PDS and supported the steps being taken. It expected a thorough review of how PDS operated and said work was under way to protect frontline services and public funds.
It also said decisions about PDS—including appointments and dismissals of key roles—were the responsibility of the board and, ultimately, its members. The Home Office’s funding relationship with PDS should not be treated as proof that it directed the investigation or controlled the company’s day-to-day decisions.
What is the Police Digital Service?
PDS is a private company with no shareholders, incorporated under company number 08113293. It oversees work connected with the National Police Digital Strategy and is funded by the Home Office and the policing sector.

The organisation began as the Police ICT Company in 2012, became fully operational in 2015 and adopted the Police Digital Service name in 2021. Its role gives the leadership changes wider significance: PDS sits within nationally coordinated work involving police technology, data and digital services.

- The Photo Backup Stick completes the kit with fast photo and video backup from phones, tablets, and even computers, preserving visual evidence without requiring a PC or special software. All four tools work together to give you comprehensive mobile device coverage from a single professional investigation kit.
What leadership changes followed?
Bell’s departure was followed by other board changes, but they should not be presented as one unexplained mass resignation.
Allan Fairley, a non-executive director, resigned with an effective date of 25 July 2024. PDS reportedly attributed that decision to the risk of a perceived conflict of interest; that is not the same as a finding that an actual conflict existed.
Antony Eastaugh became a PDS director on 19 August 2024, according to Companies House. Subsequent Computer Weekly reporting described him as interim chief executive. Companies House independently confirms the directorship appointment, while the interim-CEO description comes from the reporting.

PDS postponed its 2024 flagship supplier summit, which had been scheduled for 11–13 September, to a future date in 2025. PDS said the postponement was agreed with its board and that its leadership team needed to focus on core priorities, including delivering digital, data and technology solutions for policing.
Best Value
The postponement is relevant to operational continuity and supplier confidence, but PDS did not publicly say that the arrests caused it. It should therefore be treated as a related development, not proof of a consequence of the investigation.
What remains unknown?
The available records do not resolve:
- why Bell resigned;
- whether he remained employed by PDS after leaving the board;
- whether either arrested employee was charged, prosecuted, acquitted or otherwise cleared;
- the outcome of PDS’s HR review;
- the outcome of the organisation-wide review;
- whether public funds were ultimately found to have been misused;
- whether the postponed summit took place in 2025; or
- whether later board changes were connected to the 2024 investigation.
The latest Companies House records reviewed for this article, dated 18 August 2026, continue to show Bell as a resigned director. They do not provide a definitive public account of the criminal investigation’s final outcome.
Why the story matters
PDS’s role connects the episode to more than an executive departure. The organisation supports nationally coordinated police technology and works across public-sector programmes involving procurement, data, digital services and service continuity.

The public record confirms the leadership change and the arrests, but it does not yet answer those wider questions.
