EPFO made several practical changes to PF transfers, online claims and member services in 2025. In most transfer cases, employer approval was removed; the revamped Form 13 process also removed destination-office approval after the source office approves a transfer. Online claimants no longer need to upload images of a cheque leaf or attested bank passbook. These changes simplify parts of the process, but they do not mean every transfer or claim is instant, and they do not establish that every feature associated with EPFO 3.0 is live.
What changed in the PF transfer process?
EPFO announced that employer approval would no longer be required in most transfer cases from January 2025. On April 25, 2025, the Ministry of Labour & Employment described a revamped Form 13 process that removed a further approval step: destination-office approval after the source office approves the transfer.

How the revised Form 13 sequence works
- The member files a PF transfer claim using Form 13.
- The transfer claim goes to the source, or transferor, office for approval.
- After source-office approval, the previous account is automatically transferred to the member’s present account at the destination office; the destination office no longer has to approve the transfer separately.
The Ministry said the revised functionality also separates taxable and non-taxable PF accumulations to support accurate TDS calculation on taxable PF interest. This is a process change, not individual tax advice.

The Ministry estimated that the change could benefit more than 1.25 crore members and facilitate transfers of around ₹90,000 crore a year. Those figures were government estimates published on April 25, 2025, not independently measured results.

What changed when filing an online claim or updating bank details?
A Ministry of Labour & Employment release dated April 3, 2025, announced two changes intended to remove friction from online claims and UAN bank-account seeding.
Online claim uploads
Online claimants no longer need to upload an image of a cheque leaf or an attested bank-passbook image. The release says the bank-account holder’s name is verified against the member’s details when the account is seeded with the UAN.

Bank-account seeding and changes
Employer approval after bank verification was removed from the bank-seeding process. For a member changing an already seeded account, the April release says the member may enter the new account number and IFSC and authenticate the change through Aadhaar OTP. The release reported that employers took an average of about 13 days to approve after bank verification at the time. That is a historical figure from the announcement, not a current service-time estimate or a promise about how quickly an individual update will be processed.

EPFO’s June 16, 2025 release said auto-settlement for advances covering illness, housing, marriage and education had been enhanced to ₹1 lakh. It also reported that 2.34 crore advance claims were settled in auto mode during financial year 2024–25.

A separate Ministry announcement dated June 24, 2025 appeared under the title “EPFO Enhances Auto-Settlement Limit for Advance Claims to ₹5 Lakhs, Ensuring Faster Access to Funds for Members.” The announcement’s PDF was not accessible, so the ₹5 lakh figure should be treated as a reported announcement, not relied on as a verified current limit for a particular member. Check current EPFO guidance before relying on that figure.
Auto-settlement applies to eligible advances, not automatically to every PF withdrawal or final-settlement claim. The announcements do not establish that every member or every claim qualifies.

Does EPFO 3.0 mean PF withdrawals by ATM are available?
Not on the evidence established by the 2025 announcements described here. An EPFO newsletter search result for April–June 2025 reported a planned Version 3.0 digital overhaul that included auto-claim settlements, digital corrections and ATM-based fund withdrawals. A plan reported in a newsletter is not proof that a feature has launched. The available official releases document specific transfer, claim and member-service changes, but do not establish that ATM-based PF withdrawals are currently available.
For any proposed EPFO 3.0 feature, distinguish a reported plan or announcement from a service you can actually use. Confirm current availability through EPFO’s official channels before acting on claims that a new withdrawal method or facility has launched.
How to avoid fees and protect your account
EPFO stated in its June 16, 2025 release that its services, including claim filing, transfers, KYC updates and grievance processing, are free. It cautioned members against paying third-party agents or cyber cafes for services available online, and warned that unauthorized intermediaries may charge fees or put personal information at risk.
Quick Recap
- Use EPFO’s official services and UMANG for account and claim tasks.
- Do not share Aadhaar OTPs or other authentication details with an intermediary.
- Check the current official instructions if a claim, bank update or transfer does not proceed as expected.
