It described a bypass affecting some integrations using PayPal Adaptive Payments. PayPal said at the time that it was working on the issue, but the available sources do not establish when—or whether—the specific issue was fully fixed.
What the 2014 PayPal 2FA report described
SecurityWeek reported that researchers at Escalate Internet had identified a way to bypass PayPal’s “Security Key” two-factor authentication (2FA) mechanism in a particular Adaptive Payments flow. In that flow, users were redirected to PayPal to authenticate a connection between their account and an application. The report said that entering an account email and password could leave the user logged into PayPal without a second-factor prompt. SecurityWeek’s August 6, 2014 report describes the resulting state as an authenticated PayPal session.

The scope was limited in PayPal’s account of the incident: a spokesperson told SecurityWeek that it affected a “small amount of integrations with Adaptive Payments.” That was a qualitative statement from PayPal in 2014, not an independently verified count or an assessment of current exposure.

SecurityWeek quoted a PayPal spokesperson: “We are aware of a two-factor authentication (2FA) issue that is limited to a small amount of integrations with Adaptive Payments. 2FA is an extra layer of security some customers have chosen to add to their PayPal accounts. We are working to get the issue addressed as quickly as possible.”

The same article quoted PayPal as saying that customers who did not use the PayPal Security Key as an additional login step were not affected by this particular issue, and that most PayPal product experiences continued to operate as usual for customers who used 2FA. These statements describe PayPal’s characterization in 2014; they should not be read as a current account-security guarantee.
Is the 2014 bypass still active, or was it fixed?
The available sources do not confirm a remediation date or establish whether the specific Adaptive Payments issue was fully fixed. They also do not show that the 2014 bypass remains exploitable today. The accurate conclusion is narrower: PayPal acknowledged the issue and said it was working on it in 2014, while its eventual fix status is not established by the cited reporting.

Because this was a report about a specific historical integration flow, it is not evidence that PayPal’s current 2FA is broadly bypassable. Nor does the report justify treating the old “Security Key” mechanism as a currently available option.
How to enable PayPal two-step verification now
PayPal’s current US account-protection guidance describes 2-step verification as requiring both the account password and a separate code at login. To set it up, use a browser:

- Go to PayPal directly by typing its address in the browser, then log in.
- Open Settings and choose Security.
- Select the option to set up 2-step verification.
- Choose an authenticator app or SMS to receive the one-time code, then follow the on-screen instructions. PayPal’s US setup instructions list both methods.
The guidance does not provide a comparative security evaluation of authenticator apps and SMS. Choose a method you can reliably access when signing in and consider how you would regain access if you lost the phone or app used for codes.

Do not share a code you did not request. PayPal’s current guidance says, “PayPal will never ask you for this code over the phone, email or text.” An unexpected code does not, by itself, establish why it was sent; treat it as a reason to secure your account rather than as proof that the historical bypass is occurring.
