PayPal says a small number of customers’ personal information was exposed to unauthorized individuals through an error in its PayPal Working Capital loan application. The reported exposure window was July 1 to December 13, 2025; PayPal identified the issue on December 12. Social Security numbers were among the information that may have been involved, but the available notice does not say that every affected person had every listed data type exposed or that anyone misused the information.
What happened in the PayPal Working Capital breach?
The incident involved PayPal Working Capital, a loan application for business customers—not every PayPal account or service. PayPal’s notice, dated February 10, 2026, attributes the exposure to an error in the application. BleepingComputer’s February 20, 2026 report quotes the notice and describes the same core facts.
PayPal said it identified the issue on December 12, 2025, and that information was exposed during July 1–December 13, 2025. Those dates describe the reported exposure period and identification date; they do not establish when any individual’s information was viewed or whether it was retained.
What information may have been exposed?
The notice lists the following categories as potentially involved. It does not establish that each affected person had every category exposed.

The inclusion of SSNs and birth dates makes the notice worth taking seriously. However, the available information does not confirm that exposed records were used for identity theft, or document a resulting wave of fraud.
How many people were affected?
PayPal described the group as a “small number” of customers, but the notice and reporting cited here give no exact count. Do not treat figures published for a different PayPal incident as a count for this Working Capital exposure.

- Check for an individual PayPal notice. Review the notice sent to you, including its date and the customer or application details it identifies. PayPal’s individual notice is the most relevant source for whether you were affected.
- Use the notice’s contact and response instructions. If the notice is unclear or you need to confirm its legitimacy, use contact information from PayPal’s official channels rather than relying on unexpected links or phone numbers in a message.
- Read any assistance offer closely. Check who is eligible, how long the service lasts, the enrollment deadline, and whether it renews. The reproduced notice is dated February 10, 2026; do not assume an offer remains open or that its terms apply to every recipient.
California’s Attorney General explains that California law requires notification when specified unencrypted personal information about a California resident was acquired, or reasonably believed acquired, by an unauthorized person. Sample notices sent to more than 500 California residents must also be provided to that office. What to do if your SSN may have been exposed
Follow any steps in your own notice first. If you are concerned about possible identity misuse, consider reviewing your credit reports and watching for unfamiliar accounts, inquiries, or other activity. Monitoring and alerts can help you spot some warning signs, but they do not prevent all identity theft. The available incident information does not establish that paid monitoring is required.

Why this is different from PayPal’s 2022 incident
Maine’s Attorney General has a record of a separate PayPal credential-stuffing incident that occurred on December 6, 2022, and was discovered on December 20, 2022. That record reports 34,942 people affected overall, including 146 Maine residents, and says 24 months of Equifax identity protection and credit monitoring were offered.
