Parler Was Taken Offline After Starboard Buyout—Why the New Owner Wanted a Bigger Reset

Starboard temporarily took Parler offline after acquiring it in April 2023, arguing that a conservative-only Twitter clone needed a broader business and product strategy.

Parler was not announced as permanently liquidated on April 14, 2023. After digital media company Starboard acquired the platform, it temporarily took the existing service offline for a strategic review and planned a substantial redesign. Starboard said a social network aimed only at conservatives was not a strong enough standalone business and that it wanted to reach a broader set of communities.

The acquisition price was not disclosed. The proposed replacement was also not fully defined: no confirmed relaunch date, final feature set, revenue model, or moderation policy was announced at the time.

What happened to Parler on April 14, 2023?

Starboard announced that it had acquired Parler from Parlement Technologies and would temporarily shut down the existing app while it assessed the platform’s strategy and product. Reporting by the Associated Press said the transaction had closed on April 7, with George Farmer leaving as chief executive and Igor Shalkevich expected to replace him. CBS News

That wording matters. The April 2023 event was an ownership transition followed by a voluntary operational shutdown—not evidence of a new government-ordered ban or a bankruptcy filing. The shutdown was described as temporary while Starboard considered a rebuilt or repositioned service. Reuters, via Investing.com

Who bought Parler?

Starboard was formerly known as Olympic Media. Founded in 2018, it operated as a digital media company with experience in advertising, fundraising, publishing, and conservative-leaning outlets including American Wire and BizPac Review. Its background was therefore broader than consumer social networking alone.

Starboard’s reported chief executive, Ryan Coyne, framed the acquisition as an opportunity to combine Parler’s audience and technology with the buyer’s existing media properties. The purchase price remained undisclosed. Reuters, via Investing.com TechCrunch

Why did Starboard want a “big revamp”?

Starboard’s central business argument was that a conservative-only copy of Twitter was too narrow to support a durable standalone company. A platform needs more than registrations: it needs active users, frequent interaction, reliable infrastructure, distribution through app stores, and a workable source of revenue.

The proposed direction was to serve “unsupported” or “censored” communities across several sectors, not just people seeking a conservative political network. Starboard also discussed integrating Parler with its media operations and exploring technology and artificial-intelligence tools. In practical terms, that suggested several possible businesses:

  • A broader social network: expanding the potential audience beyond domestic politics.
  • A media-distribution channel: using Parler to circulate content from Starboard’s publishing properties.
  • An integrated media and technology business: combining social features with publishing, advertising, and other services.
  • Technology for other communities: potentially offering tools or infrastructure to groups that felt underserved elsewhere.

These were strategic ambitions rather than a complete product roadmap. The available reporting did not establish a relaunch date, final technical architecture, user-migration process, business model, or new moderation rules. Ars Technica

Parler’s audience was smaller than its registration total suggested

Parler said it had approximately 16.5 million registered users. That figure should not be treated as the number of people actively using the platform.

Outside estimates cited in contemporary coverage were substantially lower, although they measured different things. Ars Technica cited roughly 851,000 website visits in one month according to SimilarWeb. TechCrunch cited an earlier estimate of about 250,000 monthly active users across Parler’s iOS and Android apps. A registration count, website visits, and monthly active app users are different metrics and cannot be combined into one user total. Ars Technica TechCrunch

The distinction was commercially important. A large registration number can make a platform appear to have scale, but advertisers and creators generally need evidence of recurring activity, engagement, and audience reach. A smaller active base also makes it harder to generate the steady flow of posts and conversations that keeps a social network useful.

Why Parler had become politically and technologically important

Parler launched in 2018 amid backlash against content-moderation decisions by large technology companies. It promoted a free-expression identity and attracted conservative, right-wing, far-right, and libertarian users.

Its prominence increased after the January 6, 2021 attack on the U.S. Capitol, when the service faced scrutiny over violent rhetoric, moderation, and disinformation. Amazon Web Services removed Parler from its hosting infrastructure, temporarily taking the service offline. Apple and Google also removed the app from their stores before later reinstating it after Parler changed its moderation approach. CBS News Ars Technica

That history illustrates a business problem for platforms that promise fewer content restrictions: “free speech” branding does not eliminate the need to comply with hosting providers, app stores, payment companies, advertisers, and applicable law. Moderation policy and infrastructure access are connected. A service may attract users by offering a different speech policy, yet still depend on commercial partners with their own rules.

The failed Kanye West acquisition came first

Before Starboard’s purchase, Parlement Technologies had agreed in October 2022 to sell its parent company to Kanye West, now known as Ye. That transaction collapsed in November 2022 after Ye publicly praised Adolf Hitler and Nazis, according to contemporary reporting. Starboard subsequently emerged as the buyer. How Starboard’s options involved trade-offs

At the time, Parler also competed for attention with platforms marketed as free-speech alternatives, including GETTR, Gab, and Truth Social. The competitive question was not simply whether people disliked moderation on major networks. It was whether a smaller service could keep users engaged and pay for the infrastructure required to operate at scale. Reuters, via Investing.com

What happened later?

The 2023 plan should not be presented as Parler’s final corporate outcome. Later company private-placement memorandums say that Parler’s brand assets and platform technology were divested in January 2024 and later incorporated into a new technology business. A separate 2026 memorandum says the company changed its name to Sovren Technologies in March 2026.

Those statements come from company-provided investor documents, not independent reporting, so they should be treated as attributed corporate-history claims. They do not, by themselves, establish that a functioning consumer social network operated under the new structure, how many users it had, or whether Starboard’s proposed redesign succeeded. What the shutdown meant

Parler’s April 2023 shutdown was best understood as an acquisition-driven product reset. Starboard did not simply announce that the brand had been permanently banned or liquidated. It bought a politically recognizable platform, judged its conservative-only positioning commercially weak, and temporarily removed the existing product while considering a broader media and technology strategy.

The case also shows why social-platform scale is difficult to assess. Registered accounts can substantially exceed active users, and ideological differentiation alone may not solve the practical problems of engagement, moderation, hosting, app-store access, and revenue.
