The Metro Inner Development Assessment Panel approved 120 serviced apartments at 317 Great Eastern Highway, Redcliffe, on 11 June 2025, despite a 138-bay parking shortfall in the planning assessment. The proposal retains the existing 73-bedroom Ibis hotel. The approval vote was three in favour and two against, according to PerthNow’s report.
How many parking bays short is the development?
The assessment counted 193 required parking bays across the hotel and the proposed apartments, compared with 55 proposed bays: a shortfall of 138. The figures are for development application DAP/25/02865 at Lot 10 (No. 317) Great Eastern Highway, Redcliffe, in the City of Belmont. The Department of Planning, Lands and Heritage’s 2025 agenda assessment text gives the breakdown as 73 bays required for the hotel and 120 for the apartments, with the proposed spaces labelled “unallocated bays.” View the department’s June 2025 agenda.

What did the panel approve?
The approved proposal was for 120 serviced apartments behind the retained Ibis Hotel. PerthNow described the building as 11 storeys facing Great Eastern Highway and five storeys at the rear. The developer-side post calls the project Aero Apartments and describes it as aligned with the City of Belmont’s Urban Corridor Strategy; that is the developer’s characterization, not an independent finding about the project’s planning merits. Why did parking become the main dispute?
Nearby street parking was a concern, not a proven outcome
Opponents warned that guests might park in nearby residential streets. Lisa Hollands, chair of the Belmont Resident and Ratepayer Action Group, told PerthNow: “We are not talking half a dozen shortfall, we are talking 138 bays,” and said the shortfall would cause problems with parking on nearby streets. These were objections about a possible impact; the reported decision does not establish that spillover parking has occurred.
The application and panel discussed ways to manage guest travel
PerthNow reported that guests would be required to book a parking space when booking a room. City officers told the panel that ranger services and commercial landowners could help manage the bays. Deputy presiding member Karen Hyde suggested giving guests information about public transport, rideshare and active transport; the applicant agreed, according to the report. These measures address how guests might plan trips or use parking, but they do not change the stated 138-bay shortfall.

How did the panel vote?
PerthNow reported a three-to-two vote. Dale Page, Karen Hyde and Neema Premji supported the application; Phil Marks and Robert Rossi opposed it. Page said: “I think there will be carparking available for those people who intend to stay.” Marks said: “I can’t see how this can go ahead …. it’s a disaster waiting to happen.”

The decision was made on 11 June 2025. PerthNow reported that the approval would lapse if the development was not substantially commenced within four years. The available reports do not establish whether construction has begun, whether the approval has since been amended, or whether it remains operative as of 8 October 2026.
