Pakistan’s Per-Capita Debt Put at About Rs325,000 in April 2026 Briefing

A Senate committee reported a Ministry of Finance briefing that put Pakistan’s per-capita debt at about Rs325,000, while later official data gave a different dated public-debt total.

A Ministry of Finance official told a Senate committee that Pakistan’s public debt stood at Rs81.4 trillion and per-capita debt was approximately Rs325,000, according to a committee press release dated April 2, 2026. That is a dated reported briefing, not an unqualified current total: the Ministry of Finance later reported public debt of Rs83.285 trillion at March 2026.

What is Pakistan’s per capita debt?

The Senate of Pakistan’s Standing Committee on Economic Affairs reported on April 2, 2026, that a Ministry of Finance Director (Debt) briefed it that per-capita public debt was approximately Rs325,000, based on the latest census. The release does not state the population figure, the exact calculation, or the reference date used for the debt stock. How much is Pakistan’s public debt?

The Ministry of Finance’s Pakistan Economic Survey 2025-26 reported total public debt of Rs83.285 trillion at March 2026. It comprised Rs57.566 trillion in domestic debt and Rs25.720 trillion in external debt. These rounded components add to Rs83.286 trillion, a Rs0.001 trillion difference from the reported total, consistent with rounding in the published figures. Pakistan Economic Survey 2025-26

The Rs81.4 trillion figure is the stock cited in the Ministry official’s briefing as reported by the Senate committee on April 2, 2026. The later March 2026 figure in the Economic Survey is the clearer dated reference point for the total public-debt stock. These figures have different stated reference contexts, so they should not be presented as a directly comparable increase without reconciling their dates and calculation bases.

What does Rs325,000 per capita debt mean?

Per-capita debt is an average: an aggregate debt figure divided by a population estimate. It does not mean that each resident has a personal bill for Rs325,000, owes that amount to a lender, or is individually required to repay it. Public debt is a government obligation; dividing it by population is a way to express its scale relative to the population.

The Senate release says its approximate Rs325,000 estimate is based on the latest census, but does not publish enough detail to reproduce the arithmetic. The number should not be read as an individual liability or as an exact household-level measure.

Why is Pakistan’s debt per person different from the total public debt figure?

The figures measure different things. Total public debt is a national stock expressed in rupees; per-capita debt is that kind of aggregate expressed as an average per person, using a population denominator. The underlying totals can also differ because they refer to different dates or use distinct definitions.

The Ministry of Finance’s Fiscal Policy Statement 2026 reports public debt of Rs80.518 trillion at June 2025, equal to 70.7 percent of GDP. It gives per-capita public debt of Rs333,041 for FY2024-25 and Rs294,098 for FY2023-24. Those are figures in a separate Ministry series and should not be used as the calculation behind the Senate briefing’s approximate Rs325,000, since the Senate release does not provide a matching denominator or calculation basis. What counts as public debt?

The Ministry’s fiscal statement defines total public debt as debt owed by federal and provincial governments and serviced from consolidated funds, plus debt owed to the IMF. The Economic Survey uses the same broad scope. The Ministry separately defines “Total Debt of the Government,” which subtracts accumulated federal and provincial government deposits with the banking system; that is a different measure and should not be confused with total public debt.

Public debt also has domestic and external components. At March 2026, the Economic Survey’s figures show that most of the reported stock was domestic debt, alongside Rs25.720 trillion of external debt. Those components describe the composition of the government’s borrowing, not separate personal debts owed by residents.
