The announcement did not say that 28,000 suppliers were local, and the figure is historical—not a current registry count.
What the supplier figures mean
Associated Press of Pakistan reported the May 14, 2025 announcement by PPRA Managing Director Hasnat Ahmed Qureshi: more than 28,000 suppliers in total, of whom 400 were foreign firms. Radio Pakistan also reported the announcement that day. Neither report establishes an exact local-only count. Qureshi said foreign companies could register within 24 hours after verification by the Federal Board of Revenue (FBR) and Securities and Exchange Commission of Pakistan (SECP). That is an attributed description of the process, not a guaranteed processing time or confirmation of current registration requirements. Associated Press of Pakistan.
What EPADS is
EPADS stands for the e-Pak Acquisition & Disposal System. It is Pakistan’s electronic government procurement platform associated with Federal PPRA. The official portal identifies it as an electronic government procurement system; it displayed version 1.0.9.0.0 on October 8, 2026. Official EPADS portal.

PPRA published a later, broader update in January 2026. These figures refer to different dates and system scopes, so they should not be treated as a clean like-for-like growth series.

What changed with EPADS 2.0
PPRA says EPADS 2.0 implementation in the federal government began in February 2026. It describes the upgrade as an end-to-end procurement and contract-management platform, with features including:
- Automated supplier registration and beneficial-ownership verification
- Electronic bid submission and system-based bid evaluation
- E-invoicing and digital payments
- Inter-agency integrations, oversight dashboards, and commitment accounting
These are functions listed by PPRA; its announcement does not establish that every feature is active at every agency or in every jurisdiction. PPRA update.

Use the official EPADS portal to check the current registration route and instructions. The May 2025 report described foreign-firm verification involving FBR and SECP, but it does not establish present-day document requirements, eligibility rules, or processing times. Treat PPRA’s published registration and procurement notices as authoritative for the specific agency and tender.

PPRA and Radio Pakistan also reported claims that suppliers could use phones or laptops and that system records and security audits supported traceability. Those statements are attributed claims, not independent security testing or proof of procurement outcomes. Radio Pakistan, May 14, 2025.
