Pakistan Single Window Extends Post-Payment Regime to SIDC

Pakistan’s PSW extended post-payment to SIDC, moving payment from before assessment to after customs clearance. Here is what the change does—and what traders still need to confirm.

Yes. Under the change announced by Pakistan Single Window (PSW) on December 15, 2025, the Sindh Infrastructure Development Cess (SIDC) can be paid after customs clearance rather than before assessment. The change applies in the WeBOC/PSW ecosystem and was made with the Federal Board of Revenue (FBR) and Pakistan Customs involved. It changes when payment is due; traders should check current official instructions for the exact steps and deadline that apply to their declaration.

What changed for SIDC payments?

Before the extension, traders had to pay SIDC upfront before assessment. Under the post-payment arrangement, payment can be made after customs clearance. PSW’s update is dated December 15, 2025, following the transition of customs duties and taxes to post-payment in July 2025. PSW’s update identifies the change as an extension of the regime to SIDC.

The timing change does not, by itself, establish that SIDC has been waived or reduced. It concerns when the levy is paid.

Why did PSW extend post-payment to SIDC?

PSW’s stated rationale is to ease liquidity pressure from paying SIDC before assessment and remove a potential obstacle to filing a GD early. It also presents the change as aligning the timing of major federal and provincial charges. These are intended benefits: the sources do not provide SIDC-specific measurements showing faster clearance, lower costs, or reduced cargo dwell time.

What should a trader confirm before filing?

The announcement establishes the broad sequence—payment after customs clearance—but does not set out SIDC eligibility by declaration category, a payment deadline, or step-by-step instructions for every WeBOC/PSW case. Use current PSW and Pakistan Customs guidance to confirm how the change applies to your declaration, including the applicable payment steps and deadline. Do not assume that every declaration follows an identical workflow.

Are there reported issues with the wider post-payment workflow?

A February 7, 2026, report from Pakistan Customs Service described concerns raised by the All Pakistan Customs Agents Association about the broader pre-arrival GD and post-payment workflow. It said post-payment amounts appeared under the “additional duty” heading in trader profiles, potentially prompting questions during assessment. It also reported difficulty filing a subsequent GD when an earlier pre-arrival GD remained uncancelled with financial instruments attached. A PSW officer said examination messages for pre-arrival GDs are sent to terminal operators before vessel arrival. These reports concern the wider workflow; they do not establish a SIDC-specific defect or say that the SIDC post-payment change was reversed. Pakistan Customs Service is the source of the report.

What do PSW’s platform figures show—and not show?

PSW’s FY 2025–26 half-yearly report lists platform-wide usage and availability metrics for the second half of 2025:

  • 99,977 registered users.
  • More than 1.4 million trade declarations processed during the six-month period.
  • More than 935,350 electronic licenses, permits, certificates, and regulatory documents issued.
  • Average system availability above 99%.

These are figures for the PSW platform overall, not measurements of SIDC processing. They do not quantify SIDC-specific time or cost savings.
