The new arrangement is widely described as net billing: electricity imported from the grid and surplus electricity exported to it are valued separately, rather than automatically offsetting one another at the same rate. The legal framework was amended again on April 28 and August 6, 2026, so the exact rate and treatment of an individual customer depend on the currently operative rules, tariff and agreement.
What changed under NEPRA’s 2026 regulations?
NEPRA’s legal register lists the Prosumer Regulations, 2026 as S.R.O. 251(I)/26, notified on February 9, 2026. The original regulations say they came into force immediately. The register also lists amendments dated April 28 and August 6, 2026. The published register establishes those dates, but the detailed effect of the August amendment should not be inferred from the listing alone.
The shift is often summarized as a move from net metering to net billing. The National School of Public Policy’s February 2026 Policy Pulse describes utilities buying surplus rooftop electricity while customers pay standard retail tariffs for electricity drawn from the grid. In practical terms, exported and imported units are treated as separate transactions. “Kills” is a headline characterization, not a legal term used to describe the regulations.
How net billing changes the value of solar exports
Under a net-metering arrangement, exported solar electricity could offset electricity imported from the grid through a crediting mechanism. Under the net-billing description, the import and export sides are separately valued: a customer pays the applicable tariff for grid electricity used and receives a purchase value for surplus electricity sent back. That means one exported unit does not necessarily cancel one imported unit’s charge.

For example, if a home uses some solar power while the sun is shining and exports the rest, its bill can reflect both the value of electricity imported at another time and the value assigned to those exports. The final bill depends on the customer’s tariff and the applicable export-rate and billing rules. The available summaries do not establish a universal calculation that can be applied to every customer or tariff category.
Rs 10 and Rs 11 per unit are not interchangeable current rates

Check the current applicable NEPRA instrument and tariff rather than using either figure as a guaranteed rate for a new or existing system. A customer’s actual billing treatment can depend on the applicable rules, tariff, distribution company and contract.

What existing solar customers should check
The Government of Pakistan’s March 2025 ECC announcement said consumers holding a valid old license, concurrence or agreement would retain their existing terms until that license or agreement expired. In February 2026, NEPRA published a document titled as a draft amendment that proposed continued billing under the former rate and mechanism for a distributed generator with a valid agreement under the repealed regulations, until the agreement expired. That document is explicitly a draft; it should not be treated by itself as proof of the final rule now in force. The legal register lists later amendments, but their detailed effect must be checked in the operative text.
- Read the signed documents. Identify the agreement, license or concurrence, its effective date and expiry, and the terms it specifies.
- Confirm the rule that applies now. Check the current NEPRA regulations and amendments, and ask your distribution company how they apply to your account and agreement.
- Verify your tariff and billing details. Confirm the applicable import tariff, any time-of-use category, export purchase rate and billing formula rather than assuming the 2025 announcement or an approximate 2026 summary figure controls your bill.
The 2025 ECC announcement is useful evidence of the government’s stated treatment of then-valid agreements, but it predates the 2026 regulations and subsequent amendments. For an individual account, the signed agreement and current operative documents matter.

What determines the impact on a household?
The change is most relevant when a system regularly exports electricity. Solar power used at the property avoids buying that same amount from the grid; surplus power has a separate export value under the applicable arrangement. The financial effect therefore cannot be judged from the export rate alone.
- Agreement status: whether a valid legacy agreement applies and how much term remains.
- Import tariff: the customer’s applicable tariff and, where relevant, peak or off-peak rates.
- Self-consumption versus exports: how much generation is used at the property and how much reaches the grid.
- Export valuation: the rate and billing formula that apply under the customer’s operative terms.
- System changes: whether equipment or interconnection changes are being considered, and whether they comply with current requirements.
These are comparison factors, not an individualized savings estimate. Power Division’s net-metering FAQ describes the older setup and identifies equipment such as solar PV panels, inverters, bidirectional meters, earthing and breakers. It is legacy guidance, not current 2026 application instructions. Whether adding storage or changing equipment makes sense requires a site-specific assessment and confirmation of current interconnection rules.

Why the government said the policy was changing
The ECC’s March 2025 announcement gave the government’s rationale and cited estimates: it said Rs 159 billion had been transferred to grid consumers by December 2024 and projected Rs 4,240 billion by 2034 without amendments. Those are government estimates reported in the announcement, not independently verified outcomes. The same release reported 283,000 net-metering consumers by December 2024, up from 226,440 in October 2024, and 4,124 MW installed by December 2024, up from 321 MW in 2021. These figures explain the policy context; they do not establish an individual customer’s likely savings or bill impact.
