Pakistan Mobile Tax Cutoff: What the January 16, 2026 Date Means

TechJuice reports that revised customs values for used phones imported into Pakistan apply on or after January 16, 2026. The import-date rule and exact tax for a particular phone still need confirmation.

For used mobile phones imported into Pakistan, the reported cutoff for the newly applied lower customs values is January 16, 2026. TechJuice reports that an FBR official clarified that the revised values apply to phones imported on or after that date—not to phones imported earlier. The report does not establish whether “imported” means arrival, customs declaration, or clearance, so the date alone cannot confirm the tax due on a particular device.

What changed, and who may be affected?

The reported change concerns customs values used to calculate taxes on used imported phones, including used flagship phones. TechJuice attributes the January 16, 2026 cutoff and the non-retroactive treatment to an FBR official. Under that account, a phone imported on or after the date may fall under the revised valuation regime; one imported before it remains under the previous regime. Read TechJuice’s report.

This is a reported clarification, not a model-by-model tax schedule. The available information does not establish the amount payable for any specific handset or the precise import event that determines eligibility.

How to assess a particular phone

  1. Establish the relevant import date. Ask the seller or importer for records showing when the phone entered the import process. The report does not clarify whether the legal trigger is arrival, customs declaration, or clearance.
  2. Check which valuation regime applies. If the phone was imported before January 16, 2026, TechJuice reports that the reduction is not retroactive. For phones imported on or after that date, confirm the applicable valuation with the relevant customs authority or a qualified importer.
  3. Request a current, itemized tax calculation. Ask for the phone’s valuation basis and the charges being applied. Do not treat a headline about lower values as proof of a particular saving.
  4. Verify the device’s network status separately. A tax or customs valuation does not by itself show that a handset is compliant for use on Pakistani mobile networks.

Tax valuation and DIRBS registration are different checks

Customs valuation concerns the value used in determining import taxes. DIRBS addresses whether mobile devices operating on local networks comply with applicable requirements. FBR describes DIRBS as identifying non-compliant devices, automatically registering compliant devices, and eventually blocking non-compliant ones; FBR says the system launched on December 1, 2018. Accordingly, a phone’s import date and tax treatment do not answer whether it is registered or will work on a Pakistani network. Check both questions before buying or relying on a device.

Why an exact tax amount cannot be confirmed here

FBR’s surfaced document titled “Rate of duty on mobile” is dated 2022, so it is historical context rather than evidence of current 2026 rates. View the 2022 FBR rate document. The reported cutoff story does not provide a verified current schedule or a model-specific calculation; exact tax savings should therefore be confirmed from a current authoritative valuation and the phone’s import records.
