The FAA eased its 2025 Thanksgiving flight restrictions as air traffic controller staffing improved: required cuts at 40 busy airports fell from 6% to 3% on November 15, then the agency lifted restrictions and said normal system operations had resumed. American Airlines said it had recovered from shutdown-related disruption and planned 80,759 flights from November 20 through December 2, 2025. Those announcements describe a past holiday period—not conditions today.
What the FAA said about controller staffing
On November 6, 2025, the Federal Aviation Administration announced an emergency plan to reduce scheduled flights at 40 high-traffic airports. The required reductions began at 4% on November 7 and were set to increase in stages to 10% by November 14. The FAA said staffing-trigger events had risen during the government shutdown, when controllers were working without pay, and described the cuts as a proactive safety measure based on aviation safety data. The agency’s stated aim was to manage traffic safely, not to declare that flying was unsafe. Read the FAA’s November 6 announcement.
How the restrictions changed
| Date announced or effective | FAA-reported action or figure | What it meant |
|---|---|---|
| November 6, 2025 | Planned reductions started at 4% on November 7, rising in stages to 10% by November 14 at 40 airports. | An emergency traffic-management measure responding to staffing stress. |
| November 14, 2025; effective November 15 | Required reductions at the 40 airports fell from 6% to 3%. | The FAA cited improved staffing and fewer staffing-trigger events. |
| November 8–14, 2025 | The FAA reported a period high of 81 staffing triggers on November 8, followed by 11 on November 11, 13 on November 12, four on November 13 and three on November 14. | The declining counts informed the agency’s decision to reduce the required cuts; they are FAA-reported operational figures, not a measure of the total controller shortage. |
| Monday morning during the Thanksgiving period | The FAA said it lifted restrictions after increased staffing and resumed normal National Airspace System operations. | The emergency reductions ended, according to the agency. |
The FAA’s November 14 update explains the reduction from 6% to 3% and its staffing-trigger counts: FAA update. Its later notice reported that restrictions had been lifted and normal operations resumed: FAA update on lifting restrictions.
Thanksgiving 2025 traffic forecast
For the holiday travel period, the FAA forecast more than 360,000 flights, which it called its busiest Thanksgiving period in 15 years. It identified Tuesday, November 25, as the peak day, with more than 52,000 flights forecast. These were the FAA’s forecasts for Thanksgiving 2025, not estimates for a future holiday. What American Airlines said about its schedule
American Airlines characterized its operation as recovering from industrywide flight disruption associated with the government shutdown. The airline said it and its regional partners planned 80,759 scheduled flights from November 20 through December 2, 2025. It also said November 30 would be its busiest day, followed by December 1, and announced extra late-night flights at Phoenix and Chicago on November 30. These are company-reported schedule and recovery statements, not an independent assessment of service reliability. Read American’s holiday schedule announcement.
American COO David Seymour said the holiday period was one of the airline’s most condensed and important for customers, adding that the team was ready to deliver. The statement reflects the company’s expectations at the time; it does not establish whether an individual flight operated as scheduled.

What this means for travelers checking a flight
The FAA’s historical staffing notices and Thanksgiving forecast cannot confirm the status of a specific flight now. For a current trip, use the operating airline’s flight-status tool for your reservation and consult the FAA’s real-time airport information for broader system conditions. Both can change, so check close to departure as well as before leaving for the airport.
- FAA airport status information for system-level conditions.
- American Airlines flight status for a flight operated by American.
The FAA Administrator, Bryan Bedford, said on November 6, 2025, “We are seeing signs of stress in the system, so we are proactively reducing the number of flights to make sure the American people continue to fly safely.” The subsequent easing and lifting of restrictions reflected the agency’s reported staffing conditions at that time; they do not describe air traffic control staffing in October 2026.
