Oracle Halts Utah Data Center Project: What Was Reported in 2009

Oracle paused construction on a planned West Jordan data center in July 2009. Contemporary reports cited an economic slowdown, while leaving the project’s eventual fate unknown.

Oracle paused construction on its planned data center in West Jordan, Utah, in July 2009. Utah economic-development officials attributed the pause to a temporary hold while the economy recovered; contemporaneous reports also raised Oracle’s pending Sun Microsystems acquisition as a possible factor, but did not establish that it caused the decision.

What happened to Oracle’s Utah data center project?

Two technology-industry publications reported on July 7 and 8, 2009, that construction of Oracle’s proposed West Jordan data center had been halted or put on hold. DataCenterDynamics reported the halt on July 7 (DataCenterDynamics); DataCenterKnowledge followed on July 8 (DataCenterKnowledge).

The explanation attributed in both accounts to unnamed Utah economic-development officials was that the project would be held temporarily while the economy rebounded. That is an account of what officials said, not a confirmed public explanation from Oracle in these reports.

What was planned for West Jordan?

DataCenterKnowledge described a proposed 179,000-square-foot facility expected to employ 100 workers. These were project plans and projections, not evidence that the building was completed or those jobs were created. The report used two cost estimates: its headline and opening described a $300 million project, while a later paragraph called it a $285 million facility. Those figures are inconsistent estimates in one 2009 report, not a settled final cost.

DataCenterDynamics reproduced Oracle’s earlier description of Project Sequoia as a modular, energy-efficient data center intended to support Oracle’s On Demand business. Oracle also called it “a pioneering green data center in Utah.” Those are descriptions of the company’s plan and promotional language, not independent findings about the facility’s eventual operation or energy performance (DataCenterDynamics).

What incentives were tied to the project?

DataCenterKnowledge reported that the proposal involved more than $15 million in potential state tax rebates and nearly $10 million in local incentives, contingent on completing the facility and creating jobs. DataCenterDynamics likewise reported that state officials said no money would change hands unless the facility was completed. The two accounts describe conditional incentives; they do not establish whether Oracle ultimately received any of them.

Why did Oracle pause construction?

The clearest explanation in the July 2009 coverage was the officials’ account that the project was on hold while the economy recovered. Both publications also mentioned Oracle’s pending acquisition of Sun Microsystems as a possible context for the pause. Neither report confirmed that the acquisition prompted the decision, so it should be treated as speculation rather than the established reason.

Was the West Jordan data center ever built?

The July 2009 reports establish that construction was paused, but do not establish whether the proposed facility was later completed, canceled, or repurposed. They also differ on when construction began: DataCenterDynamics referred to an August 2008 groundbreaking, while DataCenterKnowledge placed the construction start in October 2008. Without further records, neither date should be presented as a definitive single start date.
