On January 21, 2025, OpenAI, SoftBank, Oracle, and Abu Dhabi investment firm MGX announced The Stargate Project: a planned U.S. AI-infrastructure venture that said it intended to invest $500 billion over four years, with $100 billion beginning to deploy immediately.
That distinction matters. The $500 billion is a long-term investment ambition—not a verified amount already raised, spent, or operating in physical infrastructure.

The companies said Stargate intended to invest $500 billion over four years, beginning with an announced $100 billion initial deployment. The official wording was that the venture “intends to invest,” which is materially different from saying the entire sum had been funded or spent. (OpenAI announcement)

Construction was initially described as beginning in Texas, with additional U.S. locations under consideration. Stargate is therefore better understood as a multi-site data-center and energy-infrastructure program than as one facility.
Who is involved?
| Participant | Announced role |
|---|---|
| SoftBank | Lead partner with financial responsibility; Masayoshi Son was named chairman. |
| OpenAI | Lead partner with operational responsibility and the principal AI-infrastructure customer. |
| Oracle | Initial equity funder and data-center infrastructure partner. |
| MGX | Initial equity funder and strategic capital partner. |
| Microsoft, NVIDIA, and Arm | Technology partners named in the original announcement. |
The headline often describes Stargate as an OpenAI–SoftBank venture, but the original announcement identified four initial equity funders: SoftBank, OpenAI, Oracle, and MGX. It did not establish that every named technology partner was an equal owner. (SoftBank’s announcement)
What do OpenAI and SoftBank each do?
OpenAI is responsible for operating the venture and is expected to be its main customer. It needs large, predictable supplies of computing power to train and run AI models. Dedicated capacity could reduce its exposure to shortages or constraints at third-party cloud providers, although access to infrastructure is not the same as owning every building or piece of equipment.

SoftBank is responsible for financing and project leadership. Its involvement brings capital-market expertise and Masayoshi Son’s long-standing technology-investment network. However, SoftBank’s separate investments in OpenAI should not automatically be counted as Stargate spending.
For example, SoftBank announced in April 2025 a potential additional investment of up to $30 billion in OpenAI, subject to stated restructuring and funding conditions. That transaction was separate from Stargate’s infrastructure commitment. (SoftBank’s April 2025 announcement)

Is Stargate one data center?
No. Stargate is intended to include multiple sites and campuses. A campus may contain several buildings, power systems, networking facilities, and support infrastructure.
In May 2025, OpenAI and Oracle announced an agreement to develop 4.5 gigawatts of additional U.S. Stargate data-center capacity. (OpenAI–Oracle update)

In September 2025, OpenAI, Oracle, and SoftBank announced five additional sites and said the project was ahead of schedule toward a broader target involving the $500 billion commitment and 10 gigawatts of capacity. That was the companies’ own progress claim; it should not be read as proof that all capacity was operational. (OpenAI’s five-site update; SoftBank’s announcement)
A gigawatt measures power capacity, not dollars. It also does not necessarily mean usable computing power. Planned, contracted, under-construction, energized, commissioned, and operational capacity are different milestones.
What has happened since the original announcement?
- January 21, 2025: Stargate was announced with a four-year, $500 billion investment intention, a $100 billion immediate-deployment claim, and an initial Texas focus.
- May 2025: OpenAI and Oracle announced plans for 4.5 gigawatts of additional U.S. capacity.
- September 2025: The companies announced five more sites and a 10-gigawatt target, while saying the project was ahead of schedule.
- January 2026: OpenAI and SoftBank partnered with SB Energy to build and operate next-generation AI data centers and associated energy infrastructure as part of Stargate. (OpenAI–SB Energy announcement)
These announcements establish new partnerships, sites, and targets. They do not, by themselves, provide a verified cumulative total for cash spent or prove that the entire planned capacity is serving production workloads.

How is the $500 billion being funded?
The public launch announcement named the initial equity funders but did not disclose a complete financing model. It did not provide a full table showing each participant’s cash contribution, ownership percentage, debt commitments, leases, vendor financing, or construction budget.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →That leaves several important questions unanswered:
- How much of the initial $100 billion is equity versus debt, leases, vendor financing, or other arrangements?
- How much has each initial funder committed or contributed?
- Will the original partners fund the entire four-year target, or will Stargate raise money from lenders and outside investors?
- Does the $500 billion include land, buildings, power generation, networking, chips, and operating costs?
- Does the figure represent committed capital, planned investment, or a maximum target?
Some early media reports discussed possible ownership and contribution figures, but those reports relied on unnamed sources. They should not replace formal company disclosures. (Axios funding analysis; TechCrunch launch coverage)
What the headline number does—and does not—mean
| Term | What it means |
|---|---|
| Investment intention | A stated plan to spend or arrange capital over time. |
| Capital committed | Money formally promised under a financing or investment agreement. |
| Capital deployed | Money actually funded or spent. |
| Site selected | A location has been announced or identified, but construction may not have begun. |
| Under construction | Physical work is underway, but the facility may be years from operation. |
| Energized | A site has received power; it may still lack servers or production workloads. |
| Operational | The facility is commissioned and serving intended computing demand. |
The original $100 billion “immediately” statement should likewise be treated as an announced initial deployment plan, not evidence that $100 billion in cash was sitting in a completed facility on announcement day.

Building a dedicated infrastructure platform could give OpenAI more control over capacity, deployment schedules, and future model demand. It could also support U.S. construction, energy development, and technology supply chains. But OpenAI may use a mixture of ownership, leasing, and contractual access; those arrangements have different financial and operational consequences.
What could slow Stargate down?
- Electricity and grid connections: Large AI campuses need substantial, reliable power. Transmission upgrades and interconnection approvals can take years.
- Permitting: Data centers, generation facilities, water systems, and environmental approvals can affect schedules.
- Cooling and water: High-density servers generate significant heat, and cooling choices can create local water-use concerns.
- Chips and equipment: Accelerators, transformers, switchgear, generators, and networking equipment may be supply-chain bottlenecks.
- Construction capacity: Specialized labor and large-scale construction resources must be available across several sites.
- Financing: A program of this size may require lenders, vendors, infrastructure investors, and long-term customer commitments.
- Demand and economics: If AI demand, pricing, or model economics change, planned capacity could be delayed or underutilized.
- Governance: Multiple funders and technology partners must coordinate decisions about procurement, site selection, operations, and capital allocation.
Is the U.S. government funding the $500 billion?
The White House setting gave the announcement a strong national-policy context, but the official announcement described commitments by private companies and investment partners. It did not establish a $500 billion federal appropriation or prove that the U.S. government is supplying the project’s funding. (Associated Press overview)
Government policy, permits, incentives, energy infrastructure, and national-security considerations may still affect the project. Those factors are different from the government directly financing the announced amount.
How should readers judge progress?
The most useful test is to separate announcements from measurable delivery. For each site or capacity figure, ask:
- Has the location merely been announced, or has it received permits?
- Is financing documented, and what form does it take?
- Has construction started?
- Has the site been connected to the grid and energized?
- Have chips and networking equipment been installed?
- Is the facility commissioned and serving production workloads?
Readers should also avoid double counting. A SoftBank investment in OpenAI, an Oracle capacity agreement, and spending by the Stargate venture may relate to the same broader economic activity without being three separate additions to the total.
Bottom line: a real venture, but not $500 billion already spent
Stargate is a genuine, large-scale AI-infrastructure initiative announced by OpenAI, SoftBank, Oracle, and MGX. The companies’ later announcements point to expanding sites, data-center capacity, and energy partnerships.
But the most accurate description remains: Stargate is a multiyear plan and investment target of up to $500 billion, not a completed $500 billion data center or a publicly verified total of money already deployed. The crucial story is how much of the ambition becomes financed, permitted, built, powered, equipped, and operational.
