The world has not run out of oil, but the cushion of stored oil that can quickly reach buyers is under strain, according to executives quoted by Reuters on October 6, 2026. Saudi Aramco CEO Amin Nasser said commercial inventories were below 6 billion barrels and that most of those barrels were not practically available. That is a warning about accessible supply, not a claim that global oil reserves are nearly exhausted.
What does “nearly burned through” mean?
It describes a thinning buffer of usable inventory. Oil can exist in storage without being ready or permitted to move into the market, so a headline inventory total is not the same as the amount buyers can obtain quickly during a disruption.
Reuters reported that inventory can be inaccessible for operational reasons, such as oil left at the bottom of tanks or held in pipelines, and for political reasons, including government rules requiring minimum emergency stocks. Those limits help explain how large aggregate stocks can coexist with a strained near-term supply cushion.
What executives said about the remaining cushion
At a London energy forum, Nasser said commercial inventories were below 6 billion barrels, “with the vast majority not practically available.” He also said that only 10% or less was available, characterizing inventories as having reached a stress level. These are Nasser’s estimates and assessment as quoted by Reuters, not an independently verified measure of every barrel that could be mobilized.

Nasser said more than 1 billion barrels had been released, mainly from onshore commercial inventories, since the start of the year’s Middle East crisis. The figure describes withdrawals over that period; it is not a measure of how much supply remains available today.
Vitol CEO Russell Hardy said the market was relying on seaborne oil exports escaping the Middle East to keep supply balanced through winter, adding that there were no more inventories to drain in the West. His comment underscores the risk of relying on continued flows when accessible stock buffers are limited; it is not a quantified forecast of a shortage.

How the reported IEA release fits in
Reuters reported a planned release of 100 million barrels of crude and diesel by the International Energy Agency. Nasser said the decision had required substantial negotiations. Reuters also noted uncertainty about whether the 100 million barrels included volumes from an earlier release that had not yet reached the market. The announced amount should therefore not be read as 100 million additional barrels already delivered to buyers.
For scale, the IEA put world oil demand at about 102 million barrels per day, as cited by Reuters. That comparison is not a prediction that the release would cover a particular number of days of global demand: released stocks do not necessarily arrive at once, are not all crude, and are not distributed evenly across the market.

Commercial stocks and government reserves are different
Nasser’s less-than-6-billion-barrel estimate concerned commercial inventories. Government strategic reserves are a separate category, with their own release decisions and access rules. Reuters reported that U.S. Strategic Petroleum Reserve crude stocks were at their lowest level since October 1982, citing Department of Energy data. That U.S. comparison is a separate indicator; it should not be combined with Nasser’s global commercial-inventory estimate as though the figures measured the same pool.
What this means for supply and prices
A smaller accessible buffer can make the oil system more vulnerable to disruption: if supply is interrupted, fewer readily movable stocks may be available to bridge the gap. Executives quoted by Reuters expected rebuilding inventories while continuing to meet demand to take years. That is a conference outlook, not a guaranteed recovery timeline.

The warning signals market fragility, but it does not establish a specific future oil price, the timing of any shortage, or that consumers will face a particular change in fuel costs. Those outcomes depend on supply flows, demand, policy decisions, and how much stored oil can actually be released and delivered.
