OfferUp announced a new round of layoffs in October 2025 while planning to simplify its marketplace around local, in-person transactions. The company did not disclose how many employees were affected. CEO Todd Dunlap said the reset would reduce the emphasis on shipping, modernize the app, consolidate business products and increase marketing investment. Those were management’s stated plans—not evidence that the changes had already improved the company’s finances or marketplace activity.
What happened in OfferUp’s October 2025 layoffs?
GeekWire reported on October 15, 2025, that OfferUp had carried out another round of layoffs. According to a staff memo from CEO Todd Dunlap, most affected employees had their final day on the announcement date, while some stayed temporarily to support the transition. OfferUp did not disclose the number of people laid off or its remaining headcount. GeekWire’s report also described the support OfferUp said it would provide: 10 weeks of severance, with additional amounts for employees with more than five years of tenure; full COBRA coverage through the end of 2025; outplacement services; and permission to keep company-issued laptops.
This followed a larger, quantified reduction: GeekWire reported that OfferUp cut 22% of its staff in December 2024. The 2025 report did not say whether the two rounds involved the same teams or had comparable scale. It attributed the earlier cut to macroeconomic pressure, including programmatic advertising rates affecting revenue lines. The later memo framed the new cuts as part of a simpler operating model and a reallocation of resources.
Why did OfferUp say it was changing direction?
Dunlap’s memo said OfferUp saw local commerce as its core strength and believed marketing could improve local engagement. It also said the company needed to organize local-business offerings more clearly, operate with fewer offerings and preserve profitability while investing more in growth. OfferUp planned to modernize the app and bring business products into a more unified group.

That is the company’s explanation, not a public financial account of its condition. The memo did not provide revenue, cash balance, user-growth, shipping-volume or product-level performance figures. Saying OfferUp wanted to preserve profitability does not establish its profitability at the time, and the announced cuts do not by themselves show whether the strategy succeeded.
What does reducing shipping mean for OfferUp users?
The memo said OfferUp was “deprecating” its shipping offering. That points to a plan to phase down or retire the product, but the report did not give a shutdown date, identify affected categories or locations, say what would happen to existing shipped transactions, or describe a replacement fulfillment option. It is therefore more precise to describe shipping as a product OfferUp planned to reduce—not to say that shipping ended nationwide.

There is also a timeline distinction. OfferUp’s support page about the service describes nationwide shipping and shipping-related charges, while its Terms of Service, updated July 21, 2026, refer to services that may include shipping-related transactions and paid features. Those pages do not establish that shipping remained available to every user, in every category or location, unchanged after the October 2025 announcement. Capabilities may differ during a transition or by listing, account or app version.
For sellers, a reduced shipping option could mean relying more on local pickup, which may be practical for furniture, appliances or other bulky goods but limits the potential buyer pool. For buyers, finding a rare item from another state could become harder if it is no longer shippable. The trade-off is straightforward: shipping broadens reach and adds delivery logistics; local exchange can simplify fulfillment but depends on enough nearby buyers and sellers.

What local-first commerce changes for buyers and sellers
OfferUp’s homepage presents it as a local marketplace, with categories including cars, furniture, video games, bikes, jewelry, lawn and garden, collectibles and household goods. A local-first strategy puts discovery and pickup at the center rather than treating local transactions as one option alongside nationwide fulfillment.
That can reduce dependence on carriers, package claims and delivery operations, and it may suit goods that are inconvenient to ship. But local marketplaces need geographic density: a listing is useful only if enough interested buyers are within reach. Less transaction centralization can also make it harder for a platform to provide consistent payment support and monetize a sale.

OfferUp’s Terms say buyers and sellers may agree to pay in person, including with cash or another mutually agreed method, and that OfferUp is not a party to those transactions. The same terms say off-platform transactions are between the buyer and seller and that OfferUp is not responsible for refunds or returns for them. Local deals avoid delivery risk, but they are not automatically safer: users still need to consider meetup safety, scams, payment disputes and the condition of an item.
- Arrange a meetup in a public place and keep communication on the platform where possible.
- Inspect an item before paying, and be cautious about sending money in advance to someone you do not know.
- Understand which protections apply before agreeing to a payment method; an in-person or external payment may not receive OfferUp’s transaction support.
OfferUp planned to consolidate local-business products
The memo named auto dealers, storefronts and local retailers, service providers, employers and landlords as business customers to be served through a consolidated group. That indicates OfferUp was not simply walking away from commercial customers. It was trying to simplify how a range of local-business offerings fit together. The report did not specify whether the consolidation meant changes to product design, sales organization, pricing, account management or all of those.

OfferUp’s Storefronts support page describes tools for local businesses to promote and sell through the marketplace. A business may therefore still have a paid route to reach local customers even as consumer shipping is reduced; the memo did not say that Storefronts or other business products were being discontinued.
How OfferUp makes money—and what shipping’s reduction could mean
OfferUp says basic marketplace functions such as browsing, posting, messaging and arranging local transactions are generally free. Its support materials and Terms also describe paid features including shipping-related transactions, promoted listings, extra listings after free limits, Premium, job and service listings, and other enhanced account features. OfferUp’s feature overview and Terms describe these categories, though they do not establish current availability for every user.
Reducing shipping could simplify operations, but shipping also helps a marketplace facilitate and potentially monetize transactions beyond a seller’s immediate area. OfferUp said it intended to invest more in marketing and organize local-business offerings more clearly. The available public materials do not quantify whether promotions, subscriptions, business listings or other local products could replace revenue associated with shipping. That is a central business question, not a demonstrated outcome.
What is still unknown about the layoffs and reset?
- The number of employees affected in October 2025, the teams involved and OfferUp’s headcount afterward.
- When and how broadly shipping would be phased down, including the treatment of existing or in-progress shipped listings and transactions.
- OfferUp’s financial results, user and transaction trends, and the performance of individual revenue streams around the announcement.
- Whether increased marketing or the business-product consolidation improved local engagement or generated enough revenue to offset reduced shipping reach.
Without those figures, the announcement supports a conclusion about strategy and staffing, but not a verdict on the company’s financial health or the success of its reset.
