Reuters reported on July 28, 2025, that Nvidia had placed an order with TSMC for 300,000 H20 AI chips, citing two unnamed sources. The report described an order—not proof that the chips were manufactured, exported, delivered or sold. It also said the export licenses needed for renewed H20 sales to China had not yet been approved.
What was reported about Nvidia’s 300,000-chip order?
Reuters said Nvidia placed the order the week before its July 28, 2025, report, after strong Chinese demand made the company look beyond its existing stock. The order was a reported effort to increase potential supply; it does not establish that any particular Chinese customer bought chips from this batch.

The figures Reuters cited were estimates, not audited totals in the report. The sources put Nvidia’s existing H20 inventory at 600,000 to 700,000 chips. Reuters also said U.S. research firm SemiAnalysis estimated that Nvidia sold around one million H20 chips in 2024.

Why did China want H20 chips?
Nvidia designed H20 for the Chinese market after U.S. export restrictions on its other AI chips were imposed in late 2023. Reuters described H20 as less powerful than Nvidia’s H100 and Blackwell products sold outside China. That is a broad relative-power description, not a detailed performance comparison or a claim that the products have interchangeable specifications.

China’s demand was linked to companies deploying DeepSeek’s models and their own AI models. Reuters reported that Tencent, ByteDance and Alibaba had substantially increased H20 orders before the April 2025 restrictions. That reporting provides market context; it does not identify those firms as purchasers of the specific 300,000-chip order.
At a Beijing event, Nvidia CEO Jensen Huang emphasized the chip’s memory bandwidth for AI workloads. Reuters reported his comment: “H20 was released from its ban, the memory bandwidth is extremely good, for LLMs and other new models it will be excellent.” Reuters also characterized Huawei as a rival supplier whose chips were viewed as less powerful in that report; that characterization should not be read as an independently verified benchmark.

Did the 2025 policy shift mean Nvidia could ship H20 to China?
No—not by itself. U.S. controls effectively barred H20 sales in April 2025. In July, the Trump administration said sales could resume, and Nvidia said it was applying for licenses and had received assurances that they would be granted. But Reuters reported on July 28 that the required licenses had not been approved at that point.
These are separate steps: a policy announcement or assurance is not an issued license, and a license is not evidence that a shipment has taken place. Reuters and Axios described the licensing process as prospective in July 2025. The reporting cited here does not establish the license status on October 4, 2026, or whether this batch was ultimately produced, shipped or sold.

How quickly could supply return?
Reuters reported that Huang said restarting production would take about nine months. That was a contemporaneous estimate for restarting the supply chain, not a delivery date for the reported 300,000-unit batch. The Associated Press likewise reported that restoring production would take time and that recovery depended on order volume and how quickly Nvidia could meet demand.
The April restrictions also had period-specific financial consequences. Reuters reported $5.5 billion in inventory write-down exposure and $15 billion in potential sales forgone; it attributed Huang’s potential-sales figure to comments on the Stratechery podcast. Those figures describe reported exposure following the April 2025 ban, not Nvidia’s current financial impact.

What does the order mean for a personal investor or consumer?
The report is principally about corporate demand, export controls and Nvidia’s ability to supply a specialized accelerator through a licensed supply chain. It does not provide enough information to infer a direct effect on a household’s finances, the price of consumer electronics, or the eventual revenue from this particular order. Any financial interpretation should distinguish the reported order from completed shipments and realized sales.
