Northeast Democrats Urge DOE to Act as Heating-Oil Costs Surge

Northeast lawmakers say heating-oil households could pay more this winter, while NEADA and EIA forecasts offer different estimates of the increase.

Northeast lawmakers asked the Department of Energy on October 6, 2026, to respond to rising heating-oil costs, warning that households could face a costly winter. The figures in their letter are not guaranteed bills: two separate forecasts also point to higher costs, but differ substantially in their estimates.

What Northeast lawmakers asked the Energy Department to do

Representative Lori Trahan, Senator Elizabeth Warren, and Representative Stephen F. Lynch led 24 northeastern colleagues in a request to the Department of Energy (DOE). Reuters reported that the letter was addressed to Energy Secretary Chris Wright and dated October 5; Trahan’s office announced it on October 6. The official announcement and Reuters’ report republished by Investing.com describe the request.

The lawmakers urged the administration to support an immediate end to the Iran war, prioritize winter energy affordability, reverse cuts to clean energy and grid modernization, work with Congress on energy-efficiency tax provisions, and stop what they characterized as attacks on the Low Income Home Energy Assistance Program (LIHEAP). These are the lawmakers’ policy demands and characterizations; their announcement does not by itself establish the legal or budget status of the programs or tax provisions they cited.

As of Reuters’ report, DOE had not immediately responded to a request for comment. The available reporting does not establish that the administration had acted on this specific letter by October 7, 2026.

How much higher heating-oil costs might be

The lawmakers said heating-oil prices were about 60% higher than before the conflict and that households relying on the fuel could pay roughly $600 more this winter than last. Those are claims in the lawmakers’ letter, not measured final household bills. The $600 figure should not be treated as interchangeable with either of the separate forecasts below.

NEADA forecast: a 50% rise in oil-heating costs

In a September 28, 2026, release, the National Energy Assistance Directors Association (NEADA) estimated that oil-heating expenditures would rise 50% from the prior winter. It put the national average at about $1,749 last winter and $2,627 for winter 2026–27—an estimated increase of about $878. NEADA estimated increases of about $1,000 in New England and $779 in the Mid-Atlantic. It also projected roughly $3.8 billion in additional heating-oil costs across Northeast households, including nearly $1.1 billion among low-income households using heating oil. These are estimates based partly on Energy Information Administration (EIA), Census, and global market-price data, not observed household spending. NEADA’s release and estimates provide the details.

EIA forecast: a 21% rise in household expenditures

EIA’s October 6, 2026, Winter Fuels Outlook projected a 21% increase in U.S. household heating-oil expenditures compared with last winter, to an average of $2,115. EIA attributed the higher spending forecast to rising crude-oil and distillate prices, while projecting lower consumption, partly because its assumptions included warmer weather in the Northeast. EIA describes its average expenditure estimates as broad comparison guides: household characteristics and weather affect actual costs, so the average is not a prediction of an individual home’s bill. EIA’s Winter Fuels Outlook explains its estimates and uncertainty.

Why the estimates differ

NEADA’s September estimate and EIA’s October outlook are distinct forecasts, with different estimated increases and averages. Their headline percentages should not be presented as competing measurements of the same household bill: they come from different publishers and methodologies, and EIA explicitly notes the role of weather and fuel prices. Forecasts can change as those conditions change.

Why heating-oil prices affect the Northeast especially

Heating oil and diesel are related distillate fuels produced from the same refining stream. Tight supply or higher diesel prices can therefore put pressure on heating-oil prices, too. EIA reported reduced global distillate production amid lower refining activity and low U.S. inventories heading into winter. Reuters said the lawmakers also pointed to the Strait of Hormuz closure, low inventories, and strong exports. These are contributing factors cited by the sources, not evidence that any one factor alone explains the price rise.

Heating-oil reliance is concentrated geographically. Trahan’s office said about one-third of New England homes rely on the fuel. NEADA estimates the Northeast accounts for about 82% of U.S. home heating-oil consumption, while EIA says oil is the main heating fuel for about 3% of U.S. households overall. The figures describe different things—regional household reliance, the Northeast’s share of national consumption, and the fuel’s share nationally—and should not be conflated.

How this request relates to the Northeast heating-oil reserve

The Democrats’ letter followed a separate bipartisan call by Maine Senators Susan Collins and Angus King to release heating oil from the Northeast Home Heating Oil Reserve. Reuters reported that the reserve held about one million barrels and had not been tapped since Hurricane Sandy in 2012. That earlier proposal is distinct from the October 2026 letter to DOE; the reported reserve request should not be mistaken for an action taken in response to the Democrats’ letter.
